- • Own the end-to-end data strategy for a mission-driven social enterprise that serves people with developmental disabilities. You will set the technical vision, select the stack, and create the roadmap that turns raw data from EHR, CRM, and Claims systems into life-changing insights.
- • Architect and build a cloud-native, HIPAA-compliant data platform on AWS, Azure, or GCP that can ingest structured and unstructured data at scale. Design lake-house patterns with Delta Lake or Snowflake, implement medallion architecture (bronze → silver → gold), and optimize for both cost and performance.
- • Lead a multidisciplinary team of 8–12 data engineers, BI analysts, data scientists, AI/ML engineers, and data-governance analysts. Coach junior talent, set quarterly OKRs, run agile ceremonies, and foster a culture of experimentation, code quality, and ethical data use.
- • Deliver analytics-ready data products (curated marts, feature stores, governed datasets) that empower BI teams to create predictive and prescriptive solutions—everything from forecasting service demand to optimizing care pathways for neuro-diverse clients.
- • Build and orchestrate real-time and batch ELT pipelines using Spark, Kafka, dbt, Fivetran, and Airflow. Guarantee data freshness SLAs (<15 min for critical feeds) while enforcing row-level security, PII masking, and audit-grade lineage.
- • Operationalize machine-learning models in a regulated environment. Stand up MLOps workflows with MLflow, model registries, automated retraining, and governance guardrails that satisfy HIPAA, GDPR, and CCPA requirements.
- • Partner with clinical, operations, and finance stakeholders to translate complex business questions into measurable hypotheses. Present findings in plain language to executives, funders, and community partners, influencing multi-million-dollar program decisions.
- • Establish enterprise data governance: craft policies for data quality, master data management, and metadata standards; implement Unity Catalog or Collibra; monitor compliance dashboards; and lead quarterly data-steward councils.
- • Drive continuous modernization—evaluate emerging tech (Lakehouse Federation, LLM-powered data assistants, real-time CDC) and run proof-of-concepts that keep Catalight two steps ahead of industry trends.
- • Champion diversity, equity, and inclusion in data: ensure datasets represent the ethnically, linguistically, and economically diverse populations we serve; audit algorithms for bias; and mentor under-represented technologists.
- • Manage a $1.5–$2 M annual cloud and tooling budget, negotiate enterprise contracts, and implement FinOps practices that reduce spend by 15 % YoY without compromising performance.
- • Create reusable accelerator libraries (PySpark, Python, Scala) that cut future project delivery time by 30 %, enforce unit/integration testing, and maintain 90 % code-coverage standards.
- • Contribute to grant proposals and thought-leadership pieces that showcase how ethical data use advances developmental-disability equity, positioning Catalight as a national model.
🎯 Requirements
- • 10+ years designing and deploying modern data pipelines; 5+ years architecting cloud-native data platforms on AWS, Azure, or GCP
- • Expert-level Python or Scala with deep experience in PySpark, SQL, and data-frame APIs; familiarity with Java a plus
- • Proven success building HIPAA-compliant warehouses/lakes with Redshift, BigQuery, Snowflake, or Databricks—including Delta Lake, Unity Catalog, and MLflow
- • 3+ years leading cross-functional data teams (engineers, BI analysts, data scientists) in agile environments; demonstrated coaching and talent-development record
- • Hands-on experience with real-time streaming (Kafka, Flink), workflow orchestration (Airflow, dbt), and MLOps/model governance in regulated industries
