  • • Altera Digital Health, a division of Harris Computer Systems Corporation, is seeking a Technical Program Manager to serve as the critical bridge between engineering, operations, and strategic business goals, ensuring the successful delivery of Altera PAS and Altera Sunrise™ healthcare solutions that meet stringent NHS standards and regulatory requirements.
  • • You will drive end-to-end delivery of complex healthcare IT solutions by aligning product vision with engineering execution, managing release cycles, mitigating risks, and maintaining high-velocity delivery in a fast-paced, compliance-driven environment.
  • • What the person will do day to day:
  • • Collaborate with Product Teams to define and refine Epics, requirements, and Product Backlog Items (PBIs), ensuring clarity and alignment with business objectives and technical feasibility.
  • • Work with development teams to facilitate accurate effort estimation using Azure DevOps Boards, shielding teams from operational distractions to maintain focus on high-quality delivery and sprint goals.
  • • Oversee the end-to-end delivery lifecycle, tracking project progress, managing complex dependencies across multiple teams, and proactively identifying and removing blockers to keep initiatives on schedule and within scope.
  • • Own the release management process, conducting readiness assessments, risk analysis, and coordinating security and quality checks (including penetration testing and performance validation) prior to production deployments via Azure DevOps CI/CD pipelines.
  • • Ensure compliance with ISO9001, NHS DTAC, DSPT, DCB0129, and DCB0160 standards by leading documentation preparation, collaborating with Clinical Safety Officers, and supporting interoperability standards like HL7 and FHIR for NHS integration.
  • • Act as the primary link between technical teams and business stakeholders, translating strategic goals into actionable programs, facilitating cross-functional communication, and supporting teams in refining Agile practices to improve delivery velocity and transparency.

🎯 Requirements

  • • Bachelor’s degree in Computer Science, Information Technology, or a related field (or equivalent professional experience).
  • • 2+ years in Technical Program Management, Release Management, or a senior DevOps coordination role.
  • • Expertise in Azure DevOps Services, specifically Boards, Repos, Pipelines, and Artifacts.
  • • Strong understanding of the Software Development Life Cycle (SDLC) and Agile methodologies (Scrum or Kanban).
  • • Experience managing complex project dependencies and risk mitigation in a technical environment.
  • • Professional project management certification, such as PRINCE2, PMP, or AgilePM (preferred).
  • • Experience working within the UK healthcare sector, with a solid understanding of NHS standards (e.g., DTAC, DSPT, and Clinical Safety DCB0129/0160) (preferred).
