📋 Description

• As a Program Manager, you will be instrumental in organizing, directing, and managing all aspects of contract operational support functions, overseeing multiple complex and inter-related project tasks.
• This role involves managing diverse teams of contractor personnel across various locations, ensuring seamless project execution and client satisfaction.
• You will collaborate closely with project managers to provide clear and concise progress reports to both internal management and external clients, demonstrating project status and achievements.
• A key responsibility is to organize and assign tasks to subordinates, ensuring accountability and efficient workflow, while also overseeing the successful completion of all assigned project deliverables.
• You will proactively take initiative and provide crucial support to marketing personnel in identifying and acquiring new business opportunities, contributing to Sparksoft's growth.
• Lead program delivery governance by defining clear priorities, maintaining integrated schedules, meticulously tracking dependencies, and proactively managing risks and issues to ensure smooth project progression.
• Drive timely decision-making processes across programs, facilitating efficient problem resolution and strategic adjustments.
• Provide essential thought leadership to enable the achievement of program objectives, aligning technical solutions with client needs and business goals.
• Build and lead high-performing teams by actively supporting hiring, onboarding, mentoring, and providing day-to-day leadership for engineering, analysis, and operations staff.
• Contribute to shaping longer-term strategy and roadmaps, ensuring a balance between end-user outcomes, robust security measures, system reliability, and efficient operational performance.
• Possess and apply comprehensive program management knowledge across key tasks and high-impact assignments, demonstrating a deep understanding of project lifecycles and best practices.
• Oversee the implementation of custom application development and integration solutions, ensuring they meet client requirements and industry standards.
• Manage large database implementation projects, ensuring data integrity, performance, and scalability.
• Foster a culture of innovation within your teams, encouraging creative problem-solving and the adoption of cutting-edge technologies.
• Ensure all program activities adhere to contractual obligations, company policies, and relevant government regulations.
• Develop and maintain strong relationships with government clients, understanding their evolving needs and ensuring Sparksoft consistently delivers exceptional value.
• Manage program budgets effectively, tracking expenditures and ensuring projects remain within financial parameters.
• Implement and refine Agile methodologies (Scrum/SAFe) to enhance delivery predictability and team efficiency.
• Facilitate effective communication channels between technical teams, stakeholders, and leadership, ensuring alignment and transparency.
• Champion Sparksoft's values of passion, innovation, and excellence in all program activities.
• Prepare and deliver compelling presentations and reports to senior leadership and clients, articulating program status, risks, and strategic recommendations.
• Identify opportunities for process improvement and implement best practices to enhance program delivery efficiency and effectiveness.
• Ensure compliance with all security requirements, including obtaining and maintaining Public Trust clearances.
• Contribute to Sparksoft's mission of delivering impactful solutions that are felt across the nation by successfully managing and executing critical government IT programs.

🎯 Requirements

• 10+ years of overall experience in program or project management, with a minimum of 5 years leading complex technical projects involving multiple work streams and delivery teams.
• Minimum of 5 years of experience leading project delivery in an Agile environment (e.g., Scrum/SAFe at scale), with a strong focus on outcomes and delivery predictability.
• Minimum of 5 years of experience leading Java-based projects on AWS, including collaboration with engineering teams on implementation and integration.
• Proven ability to manage large database implementation projects.
• PMP certification is mandatory.
• Ability to obtain and maintain a Public Trust clearance.
