- • Serve as the Customs Tariff Mitigation Lead for the Avionics Strategic Business Unit (SBU), driving strategy, execution, and continuous improvement of duty mitigation programs across global operations.
- • Manage end-to-end qualification and compliance for Free Trade Agreements, with primary focus on USMCA, ensuring accurate application and documentation to reduce tariff exposure.
- • Lead initiatives involving Foreign Trade Zones (FTZs), Customs Warehousing, Temporary Import Bonds (TIBs), and other special trade programs to optimize duty savings and compliance.
- • Review and audit trade compliance records to ensure adherence to U.S. and international customs regulations, including HTS classification, valuation, and origin requirements.
- • Prepare and coordinate responses to U.S. Customs and Border Protection (CBP) inquiries, including CF28 and CF29 notices, and ensure audit-ready documentation for all post-entry claims.
- • Monitor and communicate impacts of emerging trade regulations, including Section 301 tariffs, anti-dumping/countervailing duties (ADD/CVD), and Product Geographic Authorization (PGA) requirements.
- • Support and enhance U.S. Customs programs such as Reconciliation, CTPAT, and post-summary corrections to maintain compliance and recover eligible duties.
- • Develop, deliver, and maintain training programs on customs compliance, import/export controls, and duty mitigation strategies for Avionics operations and MRO sites.
- • Establish and implement internal audit and assessment programs to evaluate the effectiveness of compliance controls and recommend process improvements.
- • Create and standardize procedures and work instructions across the SBU to ensure consistent import compliance practices and mitigate regulatory risk.
- • Analyze customs and trade data to identify tariff exposure, duty recovery opportunities, and potential cost savings through mechanisms such as 9801/9802, Duty Drawback, and Civil Aircraft Exemption.
- • Act as the primary liaison between Avionics operations, supply chain teams, and other departmental leadership on all tariff-related matters and compliance strategies.
- • Support import entry processes during peak periods or staffing gaps to ensure continuity of operations and on-time delivery.
- • Prepare leadership presentations and performance metrics to report on duty mitigation outcomes, compliance status, and regulatory trends.
- • Travel up to 10% to support operations, audits, training sessions, and collaboration with global teams.
- • Collaborate with the SBU Global Customs Lead on strategic projects, system enhancements, and team development initiatives to elevate global trade compliance performance.
🎯 Requirements
- • U.S. Person status as defined by 8 U.S.C. 1324b(a)(3) (U.S. citizen, lawful permanent resident, refugee, or asylee)
- • Bachelor’s degree in International Business, Supply Chain, Trade Compliance, or related field; Advanced degree preferred
- • Minimum 8 years of prior relevant experience in customs compliance, import regulations, or duty mitigation programs, or 5+ years with an Advanced Degree
- • Demonstrated expertise in U.S. Customs regulations, HTS classification, Free Trade Agreements (especially USMCA), drawback, and post-entry processes
- • Proven experience developing and administering trade compliance programs, internal audits, and internal controls
- • Experience within aerospace, defense, or complex manufacturing industries, with familiarity with Avionics supply chain and MRO logistics
