- • Design and implement a global data warehouse and federated data collection architecture to support StrongMinds’ operations across Uganda, Zambia, and other countries.
- • Lead the migration from paper-based, Excel, and fragmented digital platforms (CommCare, KoboToolbox) to a unified, field-optimized data collection system with near-real-time capture and legacy data migration capabilities.
- • Develop a unified global data model that standardizes data definitions, structures, and workflows across all programs and regions.
- • Design and build a global Business Intelligence stack using primarily open-source tools to enable self-serve reporting and analytics across all organizational divisions.
- • Serve as the Global Systems Administrator, overseeing system security, data privacy, compliance, and infrastructure uptime with a target of 99.9% availability.
- • Ensure adherence to local and international data protection regulations, including data residency requirements across multiple jurisdictions.
- • Lead technical governance for all digital systems, including the implementation of security-by-design principles and data protection protocols.
- • Support the responsible prototyping and integration of automation and AI/ML tools into operational workflows, aligned with StrongMinds’ AI governance framework.
- • Integrate internal systems and vendor platforms through robust API connections and interoperable architecture.
- • Deploy and maintain offline-first data collection solutions optimized for low-connectivity and resource-constrained environments.
- • Collaborate closely with the Director of Digital Transformation to align technical architecture with organizational mission and scaling goals.
- • Provide technical leadership and mentorship to field teams and internal stakeholders on data collection, system usage, and digital best practices.
- • Evaluate and select technologies that balance scalability, cost-efficiency, and suitability for low-resource settings in low- and middle-income countries (LMICs).
- • Document system architectures, data flows, and operational procedures to ensure continuity, auditability, and knowledge transfer.
- • Maintain and improve the integrity of legacy data while transitioning to modern digital systems.
- • Act as the primary technical point of contact for compliance audits, data access requests, and third-party vendor evaluations.
- • Contribute to sectoral innovation in digital mental health by applying cutting-edge, ethical technology solutions in humanitarian and public health contexts.
🎯 Requirements
- • Bachelor's degree in Computer Science, Software Engineering, Data Science, or related field
- • 6+ years in software engineering, systems architecture, or technical leadership
- • Strong experience with end-to-end data pipelines, data models, and warehouse architecture
- • Advanced proficiency in SQL, Python, and ETL/automation workflows
- • Hands-on experience with CommCare, KoboToolbox, and/or DHIS2
- • Proven track record of modernising legacy/fragmented systems into integrated digital ecosystems
