  • • ICF is seeking a highly experienced and knowledgeable Critical Minerals Expert to join our team on an on-call, part-time, remote basis. This flexible role is ideal for seasoned professionals who possess a deep understanding of the entire critical minerals and materials value chain, from initial extraction and processing through to manufacturing, recycling, and commercialization.
  • • As an On-Call Critical Minerals Expert, you will play a pivotal role in supporting a diverse range of clients, including federal, state, local government agencies, and private sector organizations. Your expertise will be instrumental in advancing critical priorities aligned with the U.S. Department of Energy (DOE) Office of Critical Minerals and Energy Innovation (CMEI) and other key initiatives.
  • • Your contributions will directly impact efforts to accelerate mining activities, bolster the resilience and diversification of domestic critical mineral and metals supply chains, foster innovation in mineral processing and metallurgy, advance research in battery and magnet technologies, and promote effective recycling strategies for materials such as black mass and other battery components.
  • • You will also be involved in facilitating collaboration and engagement within DOE’s broader innovation ecosystem for critical materials. This includes coordinating efforts, supporting commercialization pathways, contributing to workforce development strategies, and driving the industry adoption of cutting-edge technologies.
  • • Key responsibilities will encompass providing expert subject matter guidance across the full spectrum of the critical minerals and materials value chain, with a particular focus on enhancing U.S. supply chain security and supporting energy innovation objectives.
  • • You will support DOE CMEI’s technical and programmatic endeavors, specifically focusing on areas such as the acceleration and modernization of mining and mineral production, innovation in processing, separation, refining, and metallurgy, strengthening supply chains for batteries, magnets, and advanced materials, and developing robust recycling and circular economy approaches, especially for battery materials.
  • • A significant part of your role will involve producing and meticulously reviewing high-quality client deliverables. These will include comprehensive market and supply chain assessments, insightful technical memos, detailed landscape scans, strategic program design inputs, concise stakeholder summaries, and impactful briefings, all adhering to ICF’s and our clients’ rigorous standards for quality and accuracy.
  • • You will actively contribute to identifying and evaluating strategic opportunities to fortify critical materials security. This will involve developing and recommending strategies that align with the DOE’s Critical Minerals and Materials (CMM) program focus areas, such as broadening supply sources, developing alternative materials, enhancing manufacturing efficiency, and promoting reuse and recycling.
  • • The role requires supporting proactive stakeholder engagement with a wide array of partners, including industry leaders, state and local governments, community representatives, national laboratories, and other key stakeholders. Your ability to translate complex technical concepts into clear, actionable insights will be crucial for fostering effective collaboration and driving progress.
  • • You will also contribute to or review content for various communication products, such as fact sheets, case studies, website copy, and outreach materials. The goal is to accurately and accessibly communicate complex technical work to diverse audiences.
  • • Furthermore, you will support proposal and capture efforts by providing critical technical solutioning, developing compelling win themes, and delivering rapid-turnaround inputs for opportunities related to DOE, state, and private sector initiatives in critical minerals and mining.
  • • A client-first, quality-driven mindset is essential, reflecting ICF’s commitment to delivering actionable guidance with agility and exceptional quality.
  • • This position offers significant flexibility, allowing you to manage your workload from zero to over 30 hours per week, adapting to the dynamic needs of various projects.
