  • • Join SMX as an Oracle Cloud HCM Payroll Consultant and become the go-to expert who transforms how federal agencies pay their people. You will lead end-to-end payroll implementations on Oracle Cloud HCM, translating complex legislative requirements into elegant, compliant solutions that serve hundreds of thousands of public servants.
  • • Own the full project lifecycle—from discovery workshops and fit-gap analysis through configuration, testing, training, and post-go-live hyper-care—ensuring every payroll run is accurate, on-time, and audit-ready.
  • • Configure Oracle Cloud HCM Payroll modules including earnings, deductions, taxes, retroactive processing, balance adjustments, and garnishments while adhering to federal pay rules, OPM guidelines, and union agreements.
  • • Design and deliver custom Fast Formula, HCM Extracts, and BI Publisher reports that give agency leadership real-time visibility into payroll costs, labor distributions, and audit trails.
  • • Partner with HR, Time & Labor, Benefits, and Financials teams to integrate payroll data seamlessly across Oracle Cloud modules and downstream federal accounting systems such as G-Invoicing, Treasury, and DFAS.
  • • Lead data conversion efforts by mapping legacy mainframe and ERP payroll data (e.g., NFC, GHR, PeopleSoft) to Oracle Cloud, building validation scripts, and executing parallel pay runs with <0.1% variance.
  • • Facilitate user-story sessions with payroll practitioners, union stewards, and policy officers to capture nuanced pay scenarios—night differentials, hazard pay, military leave buy-back, and Title 5/38 special rates—then translate them into configurable rules.
  • • Provide hands-on training and change-management support to payroll clerks, timekeepers, and supervisors, creating quick-reference guides, job aids, and recorded demos that accelerate adoption and reduce help-desk tickets by 40%.
  • • Serve as the primary escalation point during month-end, quarter-end, and year-end processing, troubleshooting complex calc errors, retro limits, and tax reconciliation issues under tight federal deadlines.
  • • Continuously monitor Oracle quarterly updates, proactively testing new features such as Enhanced RetroPay, Payroll Checklist, and REST APIs, and advising clients on adoption strategies that minimize risk and maximize ROI.
  • • Contribute to SMX’s Oracle Cloud Center of Excellence by documenting best-practice playbooks, reusable Fast Formula libraries, and automated test scripts that shorten future implementations by up to 20%.
  • • Mentor junior consultants and cross-functional teammates on federal payroll nuances, Oracle Cloud architecture, and agile delivery techniques, fostering a culture of continuous learning and innovation.
  • • Represent SMX at Oracle CloudWorld, ACT-IAC working groups, and federal payroll forums, sharing case studies that highlight measurable outcomes: 99.9% on-time pay, $1.2M annual audit savings, and 30% reduction in manual corrections.
  • • Work 100% remote from any U.S. location while collaborating with distributed teams across time zones via Microsoft Teams, Jira, and Oracle Cloud test environments, maintaining a balance of focused deep-work and interactive client sessions.

🎯 Requirements

  • • 5+ years configuring Oracle Cloud HCM Payroll or Oracle Payroll (on-premise) for U.S. federal or large public-sector organizations
  • • Proven experience implementing at least two full Oracle Cloud HCM Payroll projects, including requirements gathering, configuration, testing, and post-production support
  • • Expert-level knowledge of federal pay regulations (Title 5, FLSA, OPM classification, and IRS Publication 15-T) and their application within Oracle Cloud
  • • Proficiency with Fast Formula, HCM Extracts, BI Publisher, HDL, and REST/SOAP web services for payroll integrations
  • • Nice-to-have: Oracle Cloud HCM certification (Payroll or Global Payroll), PMP or SAFe Agile certification, and experience with Treasury/DFAS interfaces
