- • The Payments Programs Manager at Rain Technologies, Inc. is a critical mid-to-senior role responsible for owning the technical implementation and operational integrity of Rain’s card programs across global networks and jurisdictions. This position ensures that card programs are correctly configured, compliant, and scalable, serving as the linchpin between product vision, technical execution, and regulatory adherence. The role directly enables Rain’s ability to launch and scale payment solutions in new markets while maintaining the highest standards of operational excellence and network compliance.
- • Day-to-day responsibilities include owning end-to-end technical implementation of card programs from setup to maintenance, ensuring correct configuration across BIN structures, processor connections, and network providers. The manager leads Account Range Processing implementation, validates routing accuracy, and resolves technical gaps before they impact operations or compliance. They serve as the primary point of contact for card production technical execution, coordinating personalization, fulfillment, and program-level configurations with precision.
- • A significant portion of the role focuses on jurisdictional expansion, where the manager leads the operational and technical groundwork for launching card programs in new markets. This involves collaborating with legal, compliance, and partnerships teams to interpret regulatory and network requirements, translating them into actionable plans. They maintain deep knowledge of Visa, Mastercard, and other scheme rules, certification timelines, and infrastructure needs to support multi-jurisdictional growth without costly rework.
- • The role requires active management of partner and network relationships, including day-to-day engagement with Visa and Mastercard on scheme compliance, certification processes, and escalation handling. The manager drives execution with processors and strategic partners, enforces technical standards and timelines, coordinates account range setup and validation, and identifies opportunities for deeper integration—such as digital wallet enablement—to unlock new capabilities. They monitor partner performance against contractual obligations and maintain rigorous documentation.
- • Cross-functional integration is central to success, requiring close collaboration with Platform, Product, and Compliance teams to ensure seamless system integration and updates. The manager leads or supports digital wallet initiatives (Apple Pay, Google Pay), including tokenization setup, provisioning flows, and scheme certifications. Acting as a translator between technical and business stakeholders, they convert complex implementation requirements into clear workstreams, timelines, and accountability structures.
- • The ideal candidate brings 8–12 years of hands-on experience in card program management, payment operations, or related fintech, network, or processor roles. They possess direct expertise with Visa and Mastercard networks, including scheme certifications, BIN management, Account Range Processing, and numeric range configuration. Experience with card production, processor relationships, and digital wallet integrations is essential, with familiarity in Latin American or Caribbean markets being a strong plus. Exceptional organizational skills, detail orientation, and the ability to thrive in fast-paced, ambiguous environments are required. Bilingual proficiency in English and Spanish is highly valued.

- • 8 to 12 years of experience in card program management, payment operations, or a related role within fintech, a card network, or a processor
- • Direct experience working with Visa and Mastercard, including network rules, scheme certifications, and operational escalation processes
- • Hands-on experience with Account Range Processing, BIN management, numeric range configuration, and processor-level technical setup
- • Proven ability to manage cross-functional execution across technical and non-technical stakeholders
- • Experience with digital wallet integrations (Apple Pay, Google Pay, or similar) and tokenization frameworks is a strong plus
- • Familiarity with multi-jurisdictional card program requirements across Latin America, the Caribbean, or other emerging markets is a plus
- • Bilingual (English/Spanish) is a plus
