  • • Lead a high-impact, state-wide transformation of Maharashtra’s primary healthcare system, translating the Ayushman Bharat vision into a living, digitally-enabled reality for 120 million citizens.
  • • Own the end-to-end diagnostic phase: mine existing HMIS, DHIS2, and state data repositories; triangulate with on-ground observations from tribal blocks, urban slums, and aspirational districts; and deliver a 360-degree gap analysis that pinpoints bottlenecks in RMNCH service coverage, referral pathways, and digital interoperability.
  • • Design and execute a three-month rapid assessment roadmap—complete with stakeholder maps, district micro-plans, and data-validation protocols—that will become the evidence base for every subsequent investment decision by the Government of Maharashtra.
  • • Curate a compendium of global and Indian best practices in digital primary care (e.g., Kerala’s e-Health, Rajasthan’s NCD app, Estonia’s e-ambulance), distilling replicable design principles and technology blueprints for Maharashtra’s context.
  • • Co-create, with state officials, district collectors, and facility medical officers, a prioritized action plan that balances quick wins (tele-consultation kiosks, digitized ANM registers) with longer-term reforms (interoperable EMRs, AI-enabled risk stratification).
  • • Architect a phased implementation roadmap covering infrastructure standardization (IPHS compliance), service package redesign (comprehensive primary care), digital stack selection (ABDM-compliant), and HR capacity-building pathways for family medicine, geriatrics, palliative care, mental health, and NCD management.
  • • Champion the “Medical Officer as Community Health Manager” paradigm—develop competency frameworks, career-ladders, and CME curricula that elevate primary care physicians into data-driven leaders accountable for population health outcomes.
  • • Pilot task-shifting models that empower nurses, pharmacists, and community health officers to deliver protocol-based care in rural sub-centres, freeing doctors to focus on complex cases and supervisory mentoring.
  • • Establish transparent feedback loops: deploy patient-experience surveys, community scorecards, and real-time dashboards that feed into quarterly governance reviews chaired by the Principal Secretary (Health).
  • • Build coalitions across public, private, and philanthropic sectors—negotiate MoUs with medical colleges, CSR partners, and digital health start-ups to crowd-in innovation, financing, and technical assistance.
  • • Model the financial sustainability of the revamped system—produce cost-effectiveness analyses, blended-finance scenarios, and a five-year budget that aligns state, NHM, and Ayushman Bharat allocations.
  • • Mentor a cross-functional team of state data analysts, district program managers, and NGO partners, fostering a culture of evidence-based decision-making and adaptive management.
  • • Document and disseminate lessons learned through policy briefs, peer-reviewed publications, and national forums, positioning Maharashtra as a lighthouse state for digital primary care in India and beyond.
