- • Serve as a Senior Economist supporting public-sector clients by conducting economic, financial, and policy analyses on domestic regulatory issues related to transportation, public safety, and environmental protection.
- • Lead quantitative research and modeling efforts to assess the costs, benefits, and economic impacts of federal regulations, policies, and programs on businesses, industries, employment, and the broader economy.
- • Characterize baseline economic conditions and risks to inform regulatory decision-making and evaluate the effectiveness of government programs.
- • Develop and apply economic models to quantify uncertainty, risk, and economic outcomes associated with regulatory interventions, particularly in transportation and environmental domains.
- • Collaborate within multidisciplinary teams comprising economists, scientists, modelers, regulatory specialists, and subject matter experts to deliver comprehensive analytical outputs.
- • Provide technical assistance and implementation support to federal agencies including the Nuclear Regulatory Commission, Department of Transportation, Department of Homeland Security, Department of Labor, Department of Interior, and Environmental Protection Agency.
- • Produce high-quality written reports, presentations, and policy briefs that translate complex economic findings into actionable insights for non-technical stakeholders.
- • Maintain strong oral and written communication skills to present findings directly to federal clients and participate in client meetings and stakeholder engagements.
- • Adapt to evolving client needs in a fast-paced environment that requires both independent thought leadership and collaborative teamwork.
- • Apply innovative analytical approaches to solve complex policy problems with a focus on regulatory impact analysis and benefit-cost analysis.
- • Work remotely from any location in the U.S. or from ICF’s Reston, VA or Waltham, MA offices with hybrid telework flexibility.
- • Contribute to ICF’s Regulatory, Policy and Economics business portfolio by supporting a diverse portfolio of federal and state clients on high-impact regulatory and policy initiatives.
🎯 Requirements
- • Master’s degree in economics or related discipline with coursework in economics and minimum 10 years of relevant work experience, OR a PhD in economics or related discipline with coursework in economics and minimum 8 years of relevant work experience.
- • Demonstrated experience conducting benefit-cost analyses and regulatory impact analyses to support U.S. federal regulatory agencies.
- • Strong analytical skills and proven ability to work independently while applying technical and innovative methods to solve complex economic problems.
- • Excellent oral and written communication skills with experience in client-facing roles.
- • Prior experience in economic consulting or within a federal government agency is highly desirable.
- • Knowledge of federal transportation or environmental programs and regulations, and familiarity with key regulated industries (e.g., oil and gas, chemical manufacturing, shipping, utilities) is preferred.
