- • Own the end-to-end international employee lifecycle including onboarding, offboarding, and job changes with a focus on consistency, compliance, and employee experience across all global markets.
- • Design and automate core HR workflows using Rippling, Deel, and adjacent tools to eliminate manual processes and build scalable infrastructure for international operations.
- • Standardize global hiring operations by creating localized offer letter templates, managing visa and background check processes, and establishing approval workflows compliant with regional regulations.
- • Leverage AI and automation platforms to accelerate policy creation, documentation generation, and the development of employee-facing resources.
- • Develop and maintain global policies for international relocations, mobility programs, and cross-border employment practices.
- • Own and continuously update global employee handbooks and policy documentation for every entity country, ensuring they are current, compliant, and accessible.
- • Project manage new country entries and entity launches, including legal entity setup, statutory compliance, and operational onboarding.
- • Build and maintain a scalable international expansion playbook that captures statutory requirements, benefits norms, and operational obligations for each market.
- • Maintain up-to-date country-level operational overviews for all markets to inform Payroll, Finance, IT, and other internal teams on local requirements.
- • Proactively monitor regulatory changes across EMEA and APJ markets and assess their impact on HR programs before they disrupt operations.
- • Partner with the Total Rewards team to ensure consistent global benefits and leave infrastructure, including parental leave, pensions, and statutory entitlements.
- • Collaborate with the broader People team to align international compensation frameworks and total rewards positioning with local market standards.
- • Serve as the operational owner for the Amsterdam office, managing workplace experience, vendor relationships, facilities, and local compliance.
- • Translate ambiguity into scalable processes, automate repetitive tasks, and continuously improve systems to support rapid global growth.
- • Document all processes clearly so they can be adopted and maintained by others, with a relentless focus on efficiency and scalability.
- • Act as a trusted advisor to leadership on international HR strategy, compliance risks, and operational best practices.
- • Contribute to building a globally integrated People strategy while maintaining deep local expertise in Dutch and European employment law.
- • Foster a culture of innovation in People Operations by identifying opportunities to replace manual work with automated, AI-enhanced solutions.
- • Ensure all HR systems and documentation reflect Horizon3.ai’s commitment to diversity, equity, and inclusion across all international locations.
🎯 Requirements
- • 5+ years in international People Operations, HR Operations, or Global Mobility with hands-on experience across multiple countries
- • Direct experience with entity launches, EOR management, and new country expansion
- • Comfort configuring and automating workflows in HRIS and EOR platforms (Rippling and Deel experience a strong plus)
- • Practical experience using AI and automation tools to scale People Ops work, not just familiarity but actual execution
- • Strong knowledge of Dutch employment law and the Amsterdam regulatory environment; broad familiarity with EMEA and APJ markets
- • Fluent English
