  • • As the Senior Strategic Value Analyst - Platform Administrator at Blue Cross and Blue Shield of North Carolina, you will be entrusted with the critical responsibility of owning and managing a vital enterprise project planning and portfolio management platform. This sophisticated system is the backbone for tracking key business initiatives, from their inception as business cases through to their successful completion, encompassing financials, performance metrics, and crucial milestones. You will act as the primary internal administrator and owner, fostering a strong collaborative relationship with an external vendor who serves as the product owner, ensuring the platform effectively meets the organization's strategic objectives.
  • • Your role is pivotal in bridging the gap between technical system capabilities and business process enablement. You will engage deeply with stakeholders across various departments to understand the intricate processes of how initiatives are planned, funded, and measured. This understanding will be translated into tangible system configurations, streamlined workflows, insightful dashboards, and robust integrations, ensuring the platform is not just a tool, but a strategic asset.
  • • **Platform Ownership & Administration:** You will be the internal champion for the project planning and portfolio management platform, responsible for its day-to-day administration and strategic evolution. This includes configuring and maintaining core functionalities that support the comprehensive tracking of business cases, initiative progress, detailed financial data (budget, forecast, actuals), key performance indicators (KPIs), and delivery status. You will meticulously manage system configurations, define and enforce data structures, and uphold platform standards to ensure data integrity and consistency.
  • • **User Management & Governance:** A significant aspect of your role will involve designing and maintaining robust role-based access controls and system permissions. You will own the entire user lifecycle, from provisioning new users to managing access changes and ensuring adherence to platform governance policies. This ensures that the right people have the right access at the right time, maintaining security and operational efficiency.
  • • **Vendor Partnership & Solution Delivery:** You will cultivate a strong partnership with the external vendor, who acts as the product owner, to collaboratively test, evaluate, and implement new platform features and enhancements. Your involvement will extend to participating in pilots, managing upgrades, and overseeing the rollout of new solutions. A key responsibility is validating that vendor-delivered capabilities align precisely with business requirements and reporting needs, acting as the primary internal liaison for all vendor support and enhancement requests.
  • • **Dashboards, Reporting & BI Integration:** You will be instrumental in creating insightful dashboards and reports directly within the platform, designed to empower both operational teams and executive leadership with actionable data for informed decision-making. Your ability to translate complex financial data, KPI trends, and initiative progress into clear, compelling visualizations will be highly valued. Furthermore, you will enable and support seamless integrations with Business Intelligence (BI) tools, such as Power BI, ensuring a unified view of organizational performance. Maintaining data quality, consistency, and usability across all platform outputs and BI reports will be a continuous focus.
  • • **Integrations & External Systems:** You will design, implement, and support integrations between the platform and various external systems, leveraging APIs and data feeds to ensure seamless data flow. This includes supporting connectivity with critical enterprise systems like Workday. You will be responsible for monitoring these integrations, troubleshooting any issues, and collaborating closely with IT and data teams to guarantee reliable and scalable data exchange.
  • • **Business Process Enablement & Workflow Design:** A core function of this role is to deeply understand and document key business processes, including business case intake and approvals, portfolio planning and prioritization, financial tracking, KPI measurement, and the overall initiative lifecycle management. You will translate these business requirements into effective platform configurations, automated workflows, and streamlined processes. Designing and maintaining workflows for approvals, data updates, and reporting will be essential. You will serve as a crucial bridge, effectively communicating between business stakeholders and technical teams.
  • • **Continuous Improvement & Support:** You will proactively identify opportunities to enhance platform usability, optimize reporting capabilities, and increase overall operational efficiency. Providing advanced support for complex platform issues and unique use cases will be part of your remit. Developing comprehensive documentation, establishing best practices, and creating user guidance materials will be key to fostering platform adoption and maximizing its value across the organization.
