- • Lead the strategic vision and design direction for complex or multi-market Individual and Family Plan (IFP) insurance portfolios, ensuring alignment with Oscar's overarching market strategy and enterprise priorities.
- • Translate high-level market strategies and actuarial targets into actionable and executable plan designs that meet regulatory requirements and competitive demands.
- • Drive the development of innovative and differentiated product concepts that go beyond traditional benefit design, aiming to create unique value propositions for members.
- • Maintain rigorous control over the execution of plan designs, meticulously managing timelines, identifying and mitigating dependencies, and ensuring the highest quality of output throughout the product lifecycle.
- • Champion a forward-thinking approach to product development, actively seeking opportunities to introduce market-leading features and benefits that enhance member experience and competitive positioning.
- • Utilize a data-driven approach, leveraging both quantitative performance metrics and qualitative member feedback to inform strategic decisions, refine plan designs, guide execution, and assess post-launch effectiveness.
- • Take full ownership of the end-to-end lifecycle for assigned IFP portfolios, encompassing the entire process from initial design and development through to regulatory filings and final launch readiness.
- • Ensure a balance between maintaining cross-market consistency where strategically important and enabling intentional, localized differentiation to cater to specific regional needs and opportunities.
- • Collaborate closely with the Actuarial team to ensure a seamless integration and alignment between pricing strategies, actuarial value targets, and the detailed specifications of benefit designs.
- • Uphold stringent control over execution timelines, proactively manage project dependencies, and guarantee the quality and integrity of all deliverables throughout the product development and launch phases.
- • Act as a senior approver for all plan designs, regulatory filings, and critical submission documents, ensuring compliance and strategic alignment.
- • Establish, implement, and enforce robust Quality Assurance (QA) standards, readiness checks, and control points to guarantee the accuracy and compliance of all product-related activities.
- • Proactively identify, analyze, and resolve complex issues related to regulations, design intricacies, and execution challenges, escalating matters to senior leadership when necessary.
- • Share accountability for the performance of live IFP plans with broader leadership and Senior Managers, contributing to ongoing success and member satisfaction.
- • Lead comprehensive cross-market issue remediation efforts, conducting thorough root-cause analyses and implementing effective corrective actions to address any performance gaps or member concerns.
- • Systematically capture and institutionalize learnings from post-launch performance and issue resolution into future design and execution playbooks, fostering continuous improvement.
- • Provide strong leadership and guidance to Senior Managers and Managers responsible for market execution, fostering a high-performance culture and driving accountability.
- • Serve as a trusted strategic thought partner to key stakeholders across various departments, including Market Directors, Actuarial, Network, and Regulatory teams, offering expert insights and recommendations.
- • Coach and mentor team members on critical decision-making, effective tradeoff management, and the principles of disciplined, high-quality execution.
- • Ensure strict adherence to all applicable federal, state, and local laws and regulations governing health insurance products.
- • Perform other duties as assigned to support the broader goals and objectives of the Insurance Product Development team and Oscar Health.
