- • As the Cloud Modernization & Tech Change Management Lead at General Dynamics Information Technology (GDIT), you will be instrumental in orchestrating the human element of large-scale organizational transformations. Your primary mission will be to ensure the successful adoption and sustained use of new services, standards, and operational methodologies across a complex hybrid enterprise environment, encompassing both on-premise data centers and multi-cloud infrastructures.
- • You will be responsible for designing, developing, and executing a comprehensive, end-to-end change management strategy. This includes meticulous stakeholder mapping to understand impacts and influence strategies, crafting clear and compelling communication plans, developing targeted training and enablement programs, establishing robust knowledge management systems, and building a dynamic change champion network. The goal is to ensure every technology rollout is executed with clarity, coordination, and measurable outcomes.
- • A key aspect of your role will be translating intricate technical changes into easily digestible guidance for end-users. This involves clearly articulating what has changed, why it matters to them, and what specific actions they need to take. You will align technology release schedules with the overall change management calendar, ensuring a synchronized approach to modernization.
- • Your efforts will directly anchor adoption to critical experience targets, often referred to as Experience Level Agreements (XLAs). These metrics might include improvements in time-to-productivity for new tools or processes, enhanced first-contact resolution rates for IT support, and increased user satisfaction.
- • You will operate effectively within a multi-vendor, Service Integration and Management (SIAM) model. This requires ensuring that cross-domain handoffs between different service providers are clearly understood and managed, and that adoption metrics are consistently tracked and visualized in dashboards accessible to both executives and non-technical stakeholders.
- • Your impact will be profound: you will transform the perception of complex IT modernization from a source of disruption into a tangible driver of positive outcomes. Users will experience fewer surprises, benefit from faster onboarding processes, and gain greater confidence in their use of IT services. By combining plain-language communications with precisely timed training and readily accessible knowledge articles, you will significantly reduce avoidable support tickets and accelerate the adoption of standardized IT practices.
- • The enablement cycles you design will directly link each technology release to measurable business results. This includes driving higher rates of self-service, expediting request fulfillment, reducing the incidence of change-related IT incidents, and improving overall user satisfaction. A critical component of your strategy will be establishing a “you said, we did” feedback loop to effectively close the communication gap between IT and its users.
- • You will develop and present executive-level dashboards that visually narrate the change journey. These dashboards will showcase key adoption percentages, improvements in time-to-productivity, deflection rates for support inquiries, the status of customer satisfaction (DSAT) closure, and budget adherence. Simultaneously, you will provide clear visibility to engineering teams, helping to reduce rework cycles by ensuring expectations are clearly set and understood prior to go-live dates.
- • The ultimate effect of your work will be safer, faster technology rollouts, a more satisfied user base, and a quicker realization of business benefits. You will foster an environment where technology adoption is seen as an enabler of success, not an obstacle.
- • You will be responsible for hands-on ownership of critical change management activities, including detailed stakeholder analysis to identify impacts and resistance points, the development and execution of comprehensive communication plans tailored to diverse audiences, the design and rollout of training curricula and Learning Management System (LMS) integrations, the establishment and maintenance of effective knowledge management programs, and the cultivation of a robust change champion network.
- • You will forge strong partnerships with Product/Platform owners, Service/Customer operations teams, and program finance departments. This collaboration is essential to directly link adoption metrics to tangible business outcomes and demonstrate the value delivered by IT initiatives.
- • Your experience in operating within multi-vendor environments and SIAM models will be crucial. You will drive consistency in shared Key Performance Indicators (KPIs) and ensure Service Level Agreements (SLAs) and Operational Level Agreements (OLAs) are effectively managed across all vendors.
- • You will translate technical documentation, such as runbooks and policies, into accessible, role-based learning materials. This includes designing micro-learning modules and ensuring all content is Section 508 compliant for accessibility.
- • You will leverage analytics and measurement tools like Power BI or Tableau to create adoption scorecards and track progress against defined XLAs. You will also define counter-metrics to prevent unintended consequences or gaming of the system.
- • You will possess a working understanding of modern delivery methodologies such as CI/CD, Infrastructure as Code (IaC)/GitOps, policy-as-code, Zero Trust architectures, Trusted Internet Connections (TIC) 3.0, and Site Reliability Engineering (SRE)/Service Level Objectives (SLOs) to effectively translate technical concepts into user-centric impacts.
- • You will employ process improvement techniques like value-stream mapping and process mining, and conduct A/B testing for communication and training strategies, along with proactive adoption risk assessments prior to major releases.
- • You will champion user empathy and inclusivity, designing all enablement materials with accessibility and the realities of frontline users in mind, ensuring they meet Section 508 standards and are tailored to specific roles and locations.
- • You will maintain a living enablement roadmap, integrate change management activities into regular governance rhythms like Quarterly Business Reviews (QBRs) and Monthly Business Reviews (MBRs), and clearly tie funding and prioritization decisions to demonstrable KPI improvements.
- • You will drive consistent change management playbooks and processes across all vendors in a SIAM environment, ensuring seamless handoffs, clearly defined responsibilities, and synchronized communication strategies.
- • You will be adept at executive-grade communication, capable of crafting clear, concise written and verbal messages for diverse audiences, from senior leadership to technical teams and end-users. Strong facilitation and negotiation skills are essential.
- • You will define success in quantifiable terms, focusing on metrics such as adoption rates, time-to-productivity, reduction in change-related incidents, customer satisfaction (CSAT/NPS) scores, and effective DSAT closure loops, publishing trends transparently.
- • You will demonstrate strong change leadership by building coalitions, coaching leaders and change champions, and transforming resistance into constructive feedback, applying methodologies like Prosci ADKAR with rigor.
- • You will collaborate effectively within a SIAM environment, driving standardized playbooks and ensuring synchronized communication and responsibilities across multiple vendors.
- • You will be expected to obtain a Public Trust (T2) clearance, which requires U.S. Citizenship.
- • This role is designated as a regular, full-time position with a full-flex work week, allowing for a hybrid remote work arrangement.
🎯 Requirements
- • 10+ years of experience leading organizational change for large technology programs, with a minimum of 3 years in federal or highly regulated environments (e.g., VA/DoD/DHS/HHS or Fortune 500).
- • Proven track record of delivering enterprise-scale enablement for cloud/platform migrations, identity and access management (including Zero Trust initiatives), ITSM process transformations, and service catalog launches, demonstrating measurable adoption gains.
- • Bachelor's degree in a relevant field, or an equivalent combination of education and four additional years of related experience.
- • Demonstrated ability to operate effectively in multi-vendor/SIAM models, driving consistent KPIs and managing cross-vendor OLAs.
- • Experience aligning enablement activities with an enterprise change calendar and utilizing ITSM tools like ServiceNow for change, release, and knowledge management.
- • Ability to obtain and maintain a Public Trust (T2) security clearance, which requires U.S. Citizenship.
