  • • Serve as the primary subject matter expert and lead for duty mitigation and customs compliance initiatives within the Avionics Strategic Business Unit (SBU) at RTX.
  • • Manage end-to-end qualification and compliance for Free Trade Agreements, with primary emphasis on USMCA, ensuring accurate application and documentation across global supply chains.
  • • Lead implementation and monitoring of special trade programs including Foreign-Trade Zones (FTZs), Customs Warehousing, Temporary Import Bonds (TIBs), and other duty mitigation mechanisms.
  • • Conduct comprehensive review and audit of trade compliance records to ensure adherence to U.S. and international customs regulations, including HTS classification, valuation rules, and import entry requirements.
  • • Prepare and lead responses to U.S. Customs and Border Protection (CBP) inquiries, including CF28 and CF29 notices, and support audit readiness for all customs-related documentation.
  • • Monitor and assess impacts of emerging trade regulations such as Section 301 tariffs, anti-dumping/countervailing duties (ADD/CVD), and Product Guarantee Agency (PGA) requirements.
  • • Drive participation in U.S. Customs programs including Reconciliation, CTPAT, and other CBP initiatives to enhance supply chain security and compliance.
  • • Provide expert guidance to Avionics operations and MRO sites on import compliance practices and identification of duty recovery and tariff optimization opportunities.
  • • Develop, deliver, and maintain training programs on customs compliance, duty mitigation, import/export controls, and regulatory interpretation for internal stakeholders.
  • • Design and implement internal audit and assessment programs to evaluate effectiveness of trade compliance controls and recommend process improvements.
  • • Create and standardize procedures and work instructions to ensure consistent global compliance practices across the Avionics SBU.
  • • Support import entry processes to maintain operational continuity, including managing post-summary corrections, duty drawback filings, FTA reconciliations, and other post-entry activities.
  • • Analyze customs and trade data to identify tariff exposure, duty recovery opportunities, and compliance risks, and present actionable insights to leadership through reports and presentations.
  • • Act as key liaison between Avionics SBU and cross-functional teams on all tariff-related matters, including procurement, logistics, finance, and legal.
  • • Manage accurate, audit-ready documentation for all post-entry claims and ensure compliance with U.S. Customs’ requirements for record retention and traceability.
  • • Travel up to 10% to support operational sites, audits, training, and cross-functional collaboration.

🎯 Requirements

  • • U.S. Person status as defined by 8 U.S.C. 1324b(a)(3) (U.S. citizen, permanent resident, refugee, or asylee)
  • • Bachelor’s degree in International Business, Supply Chain, Trade Compliance, or related field (or equivalent experience)
  • • Minimum 8 years of prior relevant experience in customs compliance, import regulations, or duty mitigation programs (or 5 years with an advanced degree)
  • • Demonstrated expertise in U.S. Customs regulations, HTS classification, Free Trade Agreements (especially USMCA), drawback, and post-entry processes
  • • Experience developing, administering, and auditing trade compliance programs with strong knowledge of internal controls
  • • Proven ability to interpret complex trade regulations and provide actionable compliance guidance to global operations
