  • • Design, integrate, and optimize data architectures to power modern business applications using Microsoft Power Platform, Dynamics 365, and Azure Data Services for federal digital transformation initiatives.
  • • Develop and maintain SAS, SQL, Python, and R programs to process raw public health datasets including NCHS, BRFSS, SENSOR Pesticide, and Occupational Hearing Loss data for NIOCCS.
  • • Generate data files, split datasets, create data quality reports, and upload processed data for human coding and review cycles, including inconsistent pair identification, coder-QC reconciliation, and knowledge base updates.
  • • Build .NET tools such as bulk upload applications, Admin System API lookup forms, and auto-downloader utilities to automate data ingestion and system workflows.
  • • Develop Python programs that interact with the NIO API to test coding logic, generate outputs, and support external partners including state health departments and EHR vendors.
  • • Implement machine learning workflows using LightGBM and SGDClassifier to modernize automated coding logic and reduce manual review burden.
  • • Create OpenAI-based solutions for spell checking, text normalization, company-name detection, and AI-augmented reviewer emulation to improve literal quality before coding.
  • • Develop R equivalents of key SAS processes to diversify system capabilities and reduce dependency on legacy codebases.
  • • Test, debug, and refine parameters and outputs of the NIO API, ensuring seamless integration with external systems and compliance with federal standards.
  • • Monitor API performance using DGW and Azure Log Analytics, track API hits, generate performance metrics, and coordinate remediation with Digital Gateway, OCIO, and Software Assurance Teams.
  • • Manage user access by creating SAMS accounts, updating service account passwords, configuring web files, and maintaining scheduled tasks across environments.
  • • Execute server migrations (SQL Server 2016 → 2019), update database connections, track dependencies, and coordinate with DB and OCIO teams to ensure minimal downtime.
  • • Diagnose and resolve system issues including autocoder failures, inactive navigation links, truncated literals, and access configuration errors.
  • • Produce monthly coder and QC performance reports, workload forecasts, and reviewer assignment lists to optimize human review efficiency.
  • • Deliver specialized datasets to reviewers such as flagged literals, inconsistent pairs, and company-name review files to support accurate coding decisions.
  • • Debug coding anomalies in BRFSS, NCHS, SENSOR, and other project-specific datasets to ensure data integrity and compliance.
  • • Update weekly Web Service Hits Splunk reports and create SQL queries, Power BI prototypes, and Visio process flowcharts to visualize activity trends and system metrics.
  • • Research and propose modernizations to data flows, SENSOR Pesticide processes, and BRFSS pipelines using alternative algorithms, ML modeling, and AI preprocessing strategies.
  • • Ensure compliance with CIPSEA, data retention policies, and DMAT reporting requirements through systematic review and documentation.
  • • Prepare slide decks, outlines, and implementation plans to advance the NIO API ecosystem and present findings to internal and external stakeholders.
  • • Provide technical guidance to internal teams and external partners on file preparation, API usage, review processes, and data interpretation.
  • • Produce comprehensive documentation, README files, training materials, and instructional guides for partners, reviewers, and new team members.
  • • Present at internal meetings and external forums such as EDAV SAS Viya groups on AI-enhanced preprocessing techniques and system modernization efforts.
  • • Coordinate data flows, timelines, and scope changes with leadership and cross-functional teams to align delivery with federal mission objectives.
  • • Respond to inquiries from EHR vendors, universities, state health departments, and public users regarding data access, API functionality, and processing workflows.
  • • Maintain distribution lists, update application configuration paths, and oversee access controls for staging and production environments.

🎯 Requirements

  • • Minimum 5 years of total IT experience with 7+ years in application development, data design, modeling, visualization, integration, and warehousing
  • • Strong experience with backend data design using Dataverse, SQL Server, and SharePoint
  • • Strong experience integrating Power Platform with Azure services including Data Factory, Data Flows, Power Automate, Logic Apps, Azure Functions, REST APIs, and custom connectors
