This pivotal role involves driving the development and implementation of corporate policy through strategic engagement with state governments and influential industry groups across the United States. You will serve as the primary point of contact for all state and local legislative and public policy matters, fostering robust relationships with key government officials and industry leaders to champion Illumina's business objectives and expand access to groundbreaking genomic technologies.
  • Your responsibilities will encompass a broad spectrum of government affairs activities. You will meticulously plan and direct the organization's policies and objectives concerning state and local government regulations, ensuring alignment with our mission to realize health equity for billions worldwide. This includes conducting in-depth analyses of proposed state legislation to proactively assess potential impacts on Illumina's operations and strategic initiatives. You will be instrumental in establishing and articulating the company's official positions on state and local regulations, communicating these stances effectively both internally and externally to diverse stakeholders.
  • A core function of this role is the proactive identification, monitoring, and influencing of state government legislation, regulation, and public policy. Your efforts will be geared towards optimizing the business environment and enhancing patient access to Illumina's life-changing solutions. You will manage state and local government relations and policy development, acting as a key educator for public policymakers on critical issues and initiatives that support and advocate for our industry and business. By cultivating a positive leadership image and business climate for Illumina, you will build trust and foster collaboration with state and local government officials.
  • Collaboration is key to success in this position. You will work closely with all business units to develop strategies and address matters requiring government relations expertise. Leveraging Illumina's executives and subject matter experts, you will help educate state and local government policymakers, ensuring they understand the significance and potential of genomic advancements. You will be responsible for setting and guiding the overall strategy for state and local government affairs, prioritizing key initiatives, and providing critical advice to senior leadership.
  • Furthermore, you will play a crucial role in managing major company events and high-profile meetings with state and local government officials, ensuring seamless execution and impactful engagement. You will effectively represent Illumina through direct advocacy and active participation at all levels of state and local government. This includes identifying and managing the process for political contributions at the state and local levels, and leading strategic engagements with outside government affairs consultants to amplify our reach and influence.
  • The role demands exceptional policy analysis capabilities. You will provide insightful assessments of proposed state and local administrative and legislative actions, meticulously evaluating their potential impact on Illumina. You will consider alternative policy descriptions and their ramifications for various stakeholders. In close partnership with business units and corporate functional experts, you will develop well-reasoned policy positions and craft appropriate messaging tailored to specific target audiences.
  • Your advocacy efforts will be direct and persuasive, engaging with state and local government officials, staff, allies, and even opponents to advance Illumina's public policy priorities. You will demonstrate thought leadership and subject matter expertise, proactively shaping the policy landscape where business strategic objectives can be met through informed engagement. This involves developing compelling issue advocacy materials, preparing testimony for legislative committees and regulatory bodies, and creating internal messaging for employee grassroots and vendor engagement programs.
  • Effective tracking and intelligence gathering are paramount. You will identify and monitor state and local legislative and regulatory activities, assessing their ripeness and potential impact, and reporting findings to internal partners with precision and timeliness. You will also serve on industry task forces and working groups where state and local policy interests align, exerting Illumina's leadership. Representing the company at state and local trade associations and participating in national association work will be integral to your role.
  • Developing third-party allies is another critical aspect. You will build and lead disparate state and local advocacy coalition efforts aimed at raising awareness about disease states, barriers to patient access to therapy, or the importance of fostering a business environment conducive to technology innovation, investment, and employment. A particular focus will be on cultivating strategic partnerships with public and private payers, provider organizations, key clinical research institutions, and patient advocacy organizations, leveraging internal resources to support these engagement plans.
