📋 Description

• Serve as a Reservist On Call Senior Technical Specialist supporting FEMA Public Assistance (PA) disaster recovery programs across the U.S., requiring travel to client offices, disaster sites, and deployable assignments of multiple weeks.
• Evaluate facility damages using photographs, documentation, and site assessments to create detailed damage inventories and accurate cost estimates for eligible public infrastructure and nonprofit facilities.
• Review and provide technical guidance on FEMA project worksheets (sub-grant applications) for completeness, compliance, and preparation of version requests.
• Apply knowledge of FEMA Public Assistance regulations including Hazard Mitigation 404, 406, Alternate Procedures, and Improved Project requirements to ensure program compliance.
• Collaborate with cost estimators, project teams, and sub-recipients to develop competitive project budgets and align repair costs with federal grant provisions.
• Consult on construction procedures, zoning and building codes, materials, and design standards to support accurate damage assessments and recovery planning.
• Attend meetings with state, tribal, territorial, and local government agencies to assess proposed recovery projects, discuss objectives, and negotiate construction budgets.
• Monitor and manage grant compliance related to procurement, labor standards, environmental regulations, and federal funding requirements.
• Maintain and track all case data within project report management information systems, ensuring timely, accurate documentation and reporting.
• Measure project performance using key metrics and report progress, issues, and resolutions to management.
• Exercise independent judgment in evaluating complex, intangible factors affecting disaster recovery outcomes and determining courses of action to achieve program goals.
• Optimize recovery procedures and maintain clear communication with stakeholders to ensure alignment on project priorities and timelines.
• Provide technical interpretations and support to project team members on FEMA PA policies, procedures, and protocols.
• Demonstrate superior customer service skills through active listening, facilitation, and negotiation with applicants from diverse socioeconomic backgrounds.
• Work under dynamic deadlines and shifting priorities, including evenings and weekends as needed, while managing multiple concurrent projects.
• Maintain a valid driver’s license and pass Motor Vehicle Records (MVR) check; be prepared to travel by air and vehicle with minimal notice to disaster recovery sites nationwide.
• Utilize Microsoft Office Suite, MS Excel, and specialized cost estimation software such as RS Means, Xactimate, or FEMA Cost Estimate for data entry, analysis, and reporting.
• Prepare technical guidance, procedures, and reports with high attention to detail, accuracy, and professionalism.
• Apply analytical and evaluative techniques to resolve complex grants administration issues and address politically sensitive disaster recovery challenges.

🎯 Requirements

• Bachelor’s Degree in Construction Related, Disaster Management, or closely related field
• 8+ years of construction experience, including 3+ years working in disaster recovery and grant monitoring through federal and state government programs with emphasis on FEMA Public Assistance
• 5+ years of management experience overseeing large-scale construction programs
• 5+ years of experience using RS Means, Xactimate, FEMA Cost Estimate, or comparable web-based cost estimator software
• 5+ years of experience with federal grant provisions including procurement, labor compliance, and environmental regulations
• 5+ years of direct experience with FEMA Public Assistance programs, including Hazard Mitigation 404, 406, Alternate and Improved Project requirements
• Must be able and willing to travel by air and vehicle with minimal notice
• Must possess a valid driver’s license and pass a Motor Vehicle Records (MVR) check

• Hourly pay range of $45–$65 per hour based on experience and location
• Annual salary equivalency range of $98,187–$166,919 based on full-time employment
