  • • Serve as a Disaster Recovery Public Assistance Technical Specialist on an on-call basis, supporting FEMA Public Assistance (PA) programs following presidential disaster declarations.
  • • Evaluate facility damages using photographs, documentation, and site assessments to determine eligibility for federal grant funding.
  • • Prepare detailed damage component inventories and cost estimates for damaged public infrastructure and nonprofit facilities.
  • • Apply FEMA Public Assistance policies, procedures, and regulations—including Hazard Mitigation 404, 406, and Alternate Procedures—to assess project eligibility and funding requirements.
  • • Review and validate FEMA project worksheets (sub-grant applications) for completeness, accuracy, and compliance with federal guidelines.
  • • Provide technical guidance and interpretation to sub-recipients, state agencies, and ICF project teams on grant administration and repair cost methodologies.
  • • Collaborate with senior specialists and project managers to develop cost alignments, build recovery projects, and ensure accurate budgeting for disaster recovery efforts.
  • • Conduct site visits and attend meetings with applicants and government agencies to assess recovery needs, discuss project objectives, and align construction budgets.
  • • Utilize RS Means, Xactimate, FEMA Cost Estimate, or similar web-based cost estimation software to generate accurate and defensible repair cost analyses.
  • • Maintain detailed records of all cases in the project report management information system and track performance using key metrics.
  • • Communicate effectively with stakeholders through written reports, presentations, and verbal briefings, ensuring timely and professional documentation.
  • • Exercise independent judgment in evaluating complex, intangible issues related to disaster recovery, construction, zoning, building codes, and materials.
  • • Travel frequently and with minimal notice to disaster recovery sites, client offices, and ICF locations across the United States.
  • • Ensure compliance with Motor Vehicle Records (MVR) requirements and maintain a valid driver’s license for field assignments.
  • • Optimize recovery procedures, resolve project-related issues, and keep management informed of emerging problems and resolutions.
  • • Demonstrate superior customer service, active listening, negotiation, and facilitation skills when engaging with diverse applicants and communities.
  • • Apply knowledge of construction practices, design standards, and infrastructure systems to support accurate damage assessments and repair planning.
  • • Work under dynamic deadlines and shifting priorities while maintaining high accuracy and attention to detail in all deliverables.
  • • Maintain awareness of socioeconomic and community dynamics affecting disaster recovery outcomes.

🎯 Requirements

  • • 3+ years of construction experience, including 3+ years working in disaster recovery and grant monitoring through federal and state government programs with emphasis on FEMA Public Assistance.
  • • 2+ years of working knowledge of RS Means, Xactimate, FEMA Cost Estimate, or applicable web-based cost estimator software.
  • • 5+ years of experience with FEMA Public Assistance programs, including Hazard Mitigation 404, 406, Alternate and Improved Project requirements.
  • • Must be able and willing to travel (flight and vehicle) as required for project work with minimal notice.
  • • Must have a valid driver’s license and successfully pass a Motor Vehicle Records (MVR) check.
  • • Strong proficiency in Microsoft Office Suite, particularly MS Excel, and computer use.
