  • • As Twilio continues its rapid expansion across the European, Middle Eastern, and African (EMEA) region, we are seeking a highly motivated and experienced Government, Policy & Regulatory Affairs Manager to join our dynamic team. This pivotal role is instrumental in shaping Twilio's engagement with governments, policymakers, and regulatory bodies across EMEA, ensuring our voice is heard and our business objectives are supported within the evolving technology and telecommunications landscape.
  • • You will be a key player in a proactive government relations and public policy team, dedicated to influencing future legislation, policy, and regulation within the technology and telecommunications sectors. Your work will directly contribute to shaping the future of digital communications and innovation.
  • • A core responsibility will be to meticulously monitor and track policy and regulatory developments relevant to Twilio's operations at both the European Union (EU) and national levels within the EMEA region. This includes staying abreast of emerging trends and potential impacts on our business.
  • • You will serve as a trusted advisor and subject matter expert, providing insightful analysis and actionable guidance on complex policy and regulatory matters to colleagues within the Government, Policy & Regulatory Affairs (GPRA) team, as well as to cross-functional stakeholders across legal, product, and operations teams.
  • • You will play a significant role in developing and refining Twilio's policy positions. This involves collaborating closely with the GPRA team to craft and maintain a robust and effective engagement strategy with a diverse range of stakeholders. These stakeholders include, but are not limited to, EU institutions, national governments, regulatory agencies, industry trade associations, advocacy coalitions, and other key industry players.
  • • You will be empowered to take the lead on selected EU legislative and non-legislative initiatives. This entails developing comprehensive policy and advocacy strategies, coordinating closely with internal stakeholders to ensure alignment, and actively engaging with external policymakers and regulators.
  • • A critical aspect of this role is owning and leading government, policy, and regulatory affairs for a specific subset of countries within the EMEA region. This includes overseeing and ensuring compliance with all relevant technology and telecommunications regulations, rules, and industry standards, while also providing crucial input to product development and operational teams to ensure adherence and proactive management.
  • • You will be expected to routinely engage with and cultivate strong, lasting relationships with a broad spectrum of internal and external stakeholders. This networking is vital for understanding the landscape and building support for Twilio's positions.
  • • A significant part of your contribution will involve drafting, researching, and preparing various GPRA documentation. This includes ensuring timely follow-up on action items, and meticulously organizing materials for regulatory filings, important meetings, and other critical engagements.

🎯 Requirements

  • • A minimum of 8 years of relevant public policy and/or advocacy experience in technology, digital, telecommunications, or other closely related sectors, coupled with a Bachelor's Degree. Alternatively, 6 years of relevant experience with a Master's Degree. Relevant experience can be gained from corporate tech/telecom companies, public policy/public affairs consultancies, trade associations, or government/institutions.
  • • A strong and nuanced understanding of EU and UK politics, policy frameworks, legislative processes, and government relations practices.
  • • Demonstrated ability to work collaboratively within a team environment while also possessing the initiative and capability to work independently and drive projects to completion autonomously.
  • • Exceptional critical thinking skills, sound judgment, and the ability to effectively balance competing priorities and resources to successfully deliver on multiple concurrent projects.
  • • Proven track record of taking ownership of workstreams, maintaining clear task overviews, diligently tracking deadlines, and driving execution in close collaboration with the wider team.
  • • Strong organizational skills, with the ability to coordinate effectively across various internal functions and ensure the timely delivery of priorities, while also actively contributing to the execution of tasks.
  • • Excellent communication skills, both written and verbal, coupled with strategic thinking capabilities.
