- • ICF is seeking a highly experienced and strategic Program Manager to lead and oversee critical initiatives for the Defense Counterintelligence and Security Agency (DCSA). This is a remote position, but candidates must reside within the Washington D.C. metropolitan area and perform all work within the United States. ICF monitors employee work locations and prohibits foreign access or personal VPN connections.
- • As the primary point of contact for DCSA leadership and the Contracting Officer’s Representative (COR), you will be responsible for the successful execution of all contract requirements and deliverables, ensuring seamless communication and alignment with government objectives.
- • You will lead day-to-day program operations, providing strategic direction, comprehensive oversight, and effective coordination across diverse, cross-functional teams to achieve mission-critical objectives. This involves setting clear goals, fostering collaboration, and ensuring all team members are aligned with the program's vision.
- • A core responsibility will be the meticulous management of program scope, schedule, budget, and performance metrics. You will proactively identify potential risks and implement mitigation strategies to ensure the timely and high-quality delivery of all program outputs, maintaining a focus on efficiency and effectiveness.
- • You will oversee all aspects of staffing and workforce planning, ensuring that appropriately cleared and qualified personnel are identified, onboarded, and aligned with specific mission needs. This includes performance management and professional development to maintain a high-performing team.
- • Ensuring strict compliance with all federal regulations, Department of War (DoW) policies, stringent security requirements, and contractual obligations is paramount. You will maintain readiness for audits and reviews, upholding the highest standards of integrity and accountability.
- • You will be responsible for preparing and delivering executive-level briefings, comprehensive status reports, and detailed performance updates to both government stakeholders and ICF corporate leadership, communicating program progress, challenges, and successes clearly and concisely.
- • Foster a positive, results-oriented work environment by building strong, collaborative partnerships with internal ICF teams and external government and industry partners. This includes cultivating trust and ensuring mutual understanding of objectives.
- • Manage program budgets, prepare accurate cost estimates, and meticulously track all resources using advanced financial management tools. This ensures fiscal responsibility and efficient allocation of funds.
- • Actively engage with clients to thoroughly understand and define their current needs, priorities, and evolving requirements. This client-centric approach ensures that the program remains relevant and impactful.
- • Support a full spectrum of business development activities, including pipeline development, opportunity qualification, capture strategy formulation, and the writing of compelling proposals, contributing to ICF's continued growth and success in the federal sector.
- • This role demands exceptional analytical, problem-solving, and decision-making capabilities, enabling you to tackle complex challenges and devise effective solutions.
- • You will leverage excellent communication and interpersonal skills to interface effectively at all levels of the organization, from technical teams to senior government officials and corporate executives.
