  • • As a Proposal Analyst within RTX’s Centralized Proposal Team, you will play a critical role in supporting Supply Chain proposal activities that directly impact the company’s ability to win new and follow-on defense contracts, ensuring timely, compliant, and competitive submissions that uphold RTX’s reputation as a global leader in aerospace and defense innovation.
  • • Your work will directly contribute to national security objectives by enabling accurate cost modeling, supplier engagement, and proposal integrity — key components in delivering mission-critical solutions for the U.S. government and allied forces.
  • • Day to day, you will support the preparation and distribution of supplier Requests for Proposals (RFPs), collect and validate cost and pricing data from external suppliers, and perform price analysis to assess reasonableness and compliance with federal acquisition standards.
  • • You will track supplier status and validity across multiple concurrent proposal efforts, from RFP issuance through contract award, ensuring data integrity and timely follow-up on aging action items to maintain proposal momentum.
  • • You will monitor, analyze, and report key proposal metrics — including cycle time, compliance rates, and pricing variances — to Global Supply Chain Leadership and peers, using data from PRISM (Process Reinvention Integrating Systems for Manufacturing) to drive process improvements.
  • • You will review supplier-submitted cost and pricing documentation for adherence to FAR Part 15 and other regulatory requirements, identifying discrepancies and recommending corrective actions to ensure audit readiness.
  • • You will collaborate closely with Supply Chain Proposal Managers, Estimating teams, and external suppliers to align timelines, resolve data gaps, and support Best Value Source Selection processes.
  • • You will maintain detailed records, timelines, and documentation for all proposal activities, ensuring traceability and audit compliance across complex, multi-source pursuits.
  • • You will analyze historical pricing trends and compare them to current supplier quotes to identify variances, understand root causes, and provide insights that inform negotiation strategy and pricing realism.
  • • You will partner with cross-functional teams to improve proposal efficiency, standardize reporting practices, and contribute to process reinvention initiatives within the Supply Chain organization.

🎯 Requirements

  • • U.S. citizenship is required, as only U.S. citizens are authorized to access financial management systems and proposal data under government contractual obligations.
  • • Typically requires a University Degree or equivalent experience and minimum 5 years of prior relevant experience, or an Advanced Degree in a related field with minimum 3 years of experience.
  • • Proven experience working in the Department of Defense (DoD) Aerospace & Defense industry, preferably in roles such as Subcontract Manager, Financial Analyst, or Estimating Analyst.
