  • • Own the end-to-end success of the Weapons Datalinks value stream—from pursuit and capture through full product life-cycle management—ensuring every program meets cost, schedule, and technical performance commitments while advancing Collins Aerospace’s strategic position in the defense marketplace.
  • • Serve as the single accountable leader for a portfolio that may span multiple concurrent development, production, and sustainment efforts; drive integrated product teams (IPTs) through all program phases, balancing risk, opportunity, and enterprise priorities to deliver mission-critical datalink solutions to U.S. and allied warfighters.
  • • Translate enterprise strategy into executable roadmaps by establishing annual operating plan (AOP) baselines, leading strategic financial planning (SFP) activities, and aligning investments in R&D, capital, and talent to long-term growth objectives that can range from one to five years in horizon.
  • • Act as the primary interface to Government customers, prime contractors, and internal OEM partners; cultivate trusted relationships that open new business opportunities, accelerate contract awards, and secure follow-on funding while ensuring strict adherence to security and export-control protocols.
  • • Champion the re-application of existing datalink technologies into adjacent markets and next-generation platforms, leveraging deep domain knowledge to craft winning proposals that differentiate Collins through innovation, affordability, and rapid fielding timelines.
  • • Lead complex, matrixed organizations of engineering, operations, supply chain, quality, finance, and business development professionals; set clear vision, remove roadblocks, and foster a culture of accountability, continuous improvement, and transparent communication.
  • • Apply advanced program-management methodologies to oversee budgets that can reach nine figures, directing earned-value management, risk/opportunity registers, and gated reviews that satisfy both internal governance and customer milestone requirements.
  • • Drive new product introduction (NPI) and production-transition excellence, ensuring seamless transfer from development to rate production while meeting manufacturability, reliability, and cost targets that directly impact contract profitability and customer satisfaction.
  • • Influence enterprise-level decisions by providing data-driven insights on technology trends, competitive intelligence, and customer demand signals; represent the value stream in business-unit leadership forums and contribute to multi-year strategic plans.
  • • Mentor and develop high-potential program managers and technical leads, building a resilient leadership pipeline that sustains growth and maintains critical institutional knowledge across the Mission Systems portfolio.
  • • Travel domestically and occasionally internationally to customer sites, partner facilities, and Collins locations to support program reviews, technical interchange meetings, and business-capture activities, ensuring alignment and rapid issue resolution.
  • • Uphold the highest standards of ethics, export compliance, and security in every engagement, modeling Raytheon Technologies’ values and reinforcing a culture where safety, quality, and integrity are non-negotiable.
  • • Leverage digital-engineering tools, model-based systems engineering (MBSE), and agile program execution practices to compress development cycles and deliver incremental capabilities that keep pace with evolving threat environments.
  • • Champion diversity, equity, and inclusion within the value stream, ensuring every team member can contribute their best ideas and that Collins reflects the diverse customers and communities it serves.

🎯 Requirements

  • • Active and transferable U.S. government-issued Top Secret security clearance (U.S. citizenship required).
  • • Bachelor’s degree in engineering, business, or related field plus 10+ years of progressive program-management experience in aerospace or defense; or Master’s degree plus 7+ years of equivalent experience.
  • • Demonstrated success leading multi-million-dollar development or production programs for Department of Defense customers, preferably involving RF, communications, or weapons datalink technologies.
  • • Proven ability to manage integrated product teams in a matrixed environment, with strong skills in risk management, earned-value management, and customer relationship building.
  • • Willingness and ability to travel up to 25% to support customer meetings, supplier visits, and internal reviews.
