- • As a Sr. Program Manager for Talent Development at Twilio Inc., you will be instrumental in shaping the future of employee growth and professional excellence within a globally distributed, remote-first organization.
- • This pivotal role involves the strategic design, meticulous execution, and continuous evolution of high-impact talent development programs, catering to both individual contributors and leadership across the company.
- • You will serve as a key strategic thought partner and program lead for Twilio's flagship development initiatives, playing a crucial role in the evaluation, design, and successful implementation of cutting-edge learning content.
- • Reporting directly to the Senior Director of Talent Development, your primary objective will be to support the ongoing professional development and career progression of Twilions worldwide.
- • This includes architecting and optimizing existing talent development programs, as well as proactively evaluating and integrating new tools and methodologies to empower learning teams throughout the organization.
- • The ideal candidate will possess the ability to operate at a high strategic level while maintaining a deep, hands-on involvement in the granular details of day-to-day development optimization, ultimately aiming to enhance employee engagement, foster a culture of continuous learning, and improve retention rates.
- • You will be responsible for the end-to-end ownership of program success, from the initial needs assessment and robust instructional design (utilizing methodologies like ADDIE or SAM) through to global facilitation, comprehensive measurement, and iterative improvement.
- • A significant aspect of your role will be to define and operationalize a global learning content strategy, working collaboratively with a Twilio-wide Learning Council to address critical skill gaps identified across the business.
- • You will leverage expert-level knowledge of learning science and Artificial Intelligence (AI) to develop innovative and effective learning solutions that resonate with diverse global audiences, ensuring scalability and impact.
- • Acting as the primary lead for Twilio's external learning ecosystem, you will be responsible for the selection of vendors, negotiation of contracts and Statements of Work (SOWs), and rigorous assurance of the quality and seamless integration of all outsourced learning solutions.
- • A key driver of your success will be your ability to foster widespread participation in development programs through strategic communication campaigns, the implementation of effective incentives, and dedicated support for internal career mobility initiatives.
- • You will act as a trusted advisor to HR Business Partners (HRBPs) and senior stakeholders, conducting thorough capability gap analyses and proposing targeted, data-driven development solutions to address identified needs.
- • This role demands a proactive approach to identifying emerging trends in talent development and learning technologies, ensuring Twilio remains at the forefront of employee growth strategies.
- • You will champion a culture of continuous learning and development, encouraging employees to take ownership of their career paths and providing them with the resources and opportunities to thrive.
- • The Sr. Program Manager will also be responsible for establishing and maintaining key performance indicators (KPIs) for talent development programs, utilizing learning analytics and dashboards to track progress, demonstrate impact, and inform future strategic decisions.
- • Collaboration will be essential, working closely with various internal teams, including HR, L&D specialists, business leaders, and IT, to ensure alignment and successful program delivery.
- • You will contribute to the overall talent strategy by ensuring development programs are directly linked to business objectives and support Twilio's mission and values.
- • The role requires a strong understanding of adult learning principles and the ability to translate complex concepts into engaging and accessible learning experiences.
- • You will be expected to manage multiple projects simultaneously, prioritizing effectively in a fast-paced, dynamic environment, and ensuring all initiatives are delivered on time and within scope.

🎯 Requirements
- • Bachelor’s degree required; advanced degree or professional certifications in HR/OD preferred.
- • 10+ years in L&D, program design, and facilitation, with at least 7+ years in digital learning innovation.
- • 2+ years of experience specifically applying AI in L&D and 4+ years in instructional design.
- • Proven track record managing vendor partnerships and navigating the learning tech ecosystem.
- • Strong experience with learning analytics, dashboards, and KPIs to drive data-informed decisions.
- • Track record of leading cross-functional pilots from concept to scaled implementation in fast-paced environments.
- • Executive presence with the ability to communicate project plans and development outcomes to cross-functional stakeholders.
- • Willingness to travel for in-person training (approx. one trip per quarter).
