- • Translate statutory and regulatory requirements into clear, prioritized product epics and user stories that engineering teams can deliver within aggressive 10-month contract windows. You will be the authoritative voice that turns dense policy language into intuitive digital experiences, ensuring every screen, API, and data exchange meets both federal audit standards and the real-world needs of caseworkers, applicants, and administrators.
- • Lead a cross-functional squad of 20+ designers, engineers, data analysts, policy experts, and vendor partners through the full product lifecycle—from discovery research and journey mapping to release planning, QA, and post-launch optimization. You will facilitate weekly backlog grooming, sprint planning, and quarterly OKR reviews, driving ruthless prioritization against measurable outcomes such as application-completion rates, error reduction, and call-center deflection.
- • Serve as the primary liaison between executive stakeholders (CIO, program directors, federal monitors) and delivery teams, translating technical trade-offs into business impact narratives. You will present roadmap options, risk assessments, and investment scenarios in executive briefings, securing buy-in for multi-million-dollar initiatives while maintaining transparency on scope, timeline, and resource constraints.
- • Champion evidence-based decision making by establishing and maintaining a continuous feedback loop of user research, analytics, and operational data. You will commission ethnographic studies with applicants in rural counties, A/B-test form optimizations, and monitor real-time dashboards that surface fraud anomalies—turning insights into backlog items that demonstrably improve user trust and program integrity.
- • Orchestrate vendor accountability across a matrixed environment that includes system integrators, cloud platform providers, security assessors, and policy consultants. You will define vendor OKRs, conduct monthly service-level reviews, and enforce contractual quality gates—ensuring that every code commit, design artifact, and data migration meets enterprise architecture standards and accessibility guidelines.
- • Institutionalize agile and human-centered design practices within a workforce that is transitioning from waterfall procurement models. You will coach program-area directors on writing user-focused requirements, run design-thinking workshops for policy analysts, and create lightweight governance rituals that speed decision making without sacrificing compliance or fiscal controls.
- • Drive change-management and training strategies that prepare 5,000+ eligibility workers and call-center staff for new digital tools. You will author release communications, produce video walkthroughs, and co-develop certification curricula—ensuring that every system launch is accompanied by measurable adoption, reduced support tickets, and improved employee satisfaction scores.
- • Establish and track KPIs that quantify public value: reduce average application completion time from 45 to 20 minutes, cut customer-service call volume by 30 %, and achieve a 99.5 % system uptime during peak enrollment periods. You will publish quarterly impact reports that demonstrate how product investments translate into faster benefit delivery and improved health outcomes for the state’s most vulnerable residents.
