Full Job Description

đź“‹ Description

  • • Own the full lifecycle of technology initiatives that directly improve public health outcomes for underserved populations. You will translate complex business needs into actionable development tasks, ensuring every sprint delivers measurable value to federal and state partners.
  • • Lead collaborative requirements-gathering sessions with epidemiologists, clinicians, policy analysts, and end-users. Distill their insights into crisp Epics, detailed User Stories, and unambiguous acceptance criteria that developers can implement with confidence.
  • • Architect and maintain JIRA boards that serve as the single source of truth for backlog health, sprint velocity, and release readiness. Groom issues daily, balance capacity against priorities, and keep cross-functional teams laser-focused on the highest-impact work.
  • • Orchestrate Agile ceremonies—daily stand-ups, sprint planning, reviews, and retrospectives—across distributed teams spanning UX, engineering, QA, DevOps, and public health subject-matter experts. Ensure every ceremony ends with clear decisions, documented actions, and shared accountability.
  • • Build and defend project roadmaps that align short-term deliverables with long-term strategic goals. Continuously re-forecast scope, budget, and timelines; surface risks early; and negotiate trade-offs that protect both client commitments and team sustainability.
  • • Serve as the primary communication hub between technical teams and non-technical stakeholders. Translate technical blockers into business impact narratives, and convert policy shifts into prioritized backlog items—bridging language gaps that often derail public-sector projects.
  • • Coordinate multi-environment release cycles (Dev → QA → UAT → Prod) for Drupal- and Moodle-based learning and data-collection platforms. Validate feature flags, smoke-test critical paths, and shepherd hot-fixes through controlled rollouts with zero downtime for public health workers in the field.
  • • Drive post-launch adoption by producing release notes, demo scripts, and training materials that empower public health departments to leverage new capabilities immediately. Measure adoption metrics and feed insights back into the roadmap for continuous improvement.
  • • Champion quality by participating in acceptance testing, triaging defect queues, and ensuring every resolved ticket meets the original acceptance criteria. Partner with QA to define test strategies that cover edge cases common in public health data workflows.
  • • Maintain living documentation in Confluence—requirements traceability matrices, process flow diagrams, decision logs, and sprint retrospectives—so future teams can onboard quickly and audit trails remain pristine for federal compliance reviews.
  • • Mentor junior analysts and associate project managers in Agile best practices, requirements elicitation techniques, and stakeholder management. Contribute to internal guilds that refine delivery standards and share lessons learned across Altarum’s portfolio.
  • • Contribute to thought leadership by identifying opportunities to apply emerging interoperability standards (HL7 FHIR, CCDA) or modern learning technologies (SCORM, xAPI) that could accelerate public health reporting and workforce training initiatives.
  • • Uphold Altarum’s mission by centering equity in every design decision—ensuring that new features reduce, not widen, health disparities among racial, rural, and low-income populations.
  • • Thrive in a 100 % remote environment that requires Eastern-time collaboration. Cultivate a distraction-free, ergonomically sound workspace and leverage mobile tools to remain responsive during critical incident escalations.
