- • Strategic Growth Partners (SGP) is seeking a highly motivated and experienced Area Environmental Compliance Specialist (ACES)/Compliance Program Manager (CPM) to join our client, a prominent tribally owned enterprise dedicated to delivering premier solutions to the federal government. This critical role will provide essential operational and strategic support to the US Army Reserve 63d Readiness Division (RD), ensuring their facilities operate in strict adherence to all applicable environmental regulations.
- • As the ACES/CPM, you will be the cornerstone of environmental stewardship for the 63d RD, overseeing a comprehensive range of program areas. Your expertise will be vital in managing Hazardous Waste/Materials Management and Disposal, ensuring compliance with Air Quality standards, implementing effective Stormwater management practices, and developing robust Spill Response and Management protocols. You will also contribute to Natural Resources conservation efforts, oversee Environmental Sampling and Analysis, manage Environmental Compliance Permits, conduct thorough Environmental Compliance Inspections, and deliver crucial Environmental Compliance Training to personnel.
- • This position offers a flexible hybrid remote/onsite work arrangement. While travel throughout the 63d RD Area of Responsibility (AOR) is a key component of the role, you will report to the 63d RD Headquarters office one day per week on a rotating schedule when not traveling. This schedule will be coordinated with fellow contract support staff to guarantee consistent environmental contract representation throughout the week, fostering a collaborative and integrated approach to compliance.
- • A significant aspect of your role will involve performing internal Environmental Performance Assessment System (EPAS) assessments and actively supporting external EPAS assessments. You will be responsible for meticulously completing detailed reports based on your environmental assessment findings within established, often stringent, timeframes. This includes diligent Environmental Database data entry and working closely with facilities to ensure the timely correction of any identified assessment findings, demonstrating a proactive approach to problem-solving.
- • You will conduct essential Site Assistance Visits (SAV) at assigned RD facilities, providing on-the-ground support and expertise. A core responsibility is working collaboratively with facility personnel to ensure hazardous materials and hazardous waste are stored and disposed of in strict accordance with all applicable regulations. This includes assisting facility staff in creating accurate hazardous waste inventories and expertly coordinating hazardous waste disposal processes, ensuring all documentation and procedures meet regulatory standards.
- • As the technical point of contact for Environmental agencies, organizations, contractors, and facility personnel, you will provide general environmental support activities to the 63d RD. Your deep familiarity with all applicable environmental laws and regulations within the 63d RD ACES Region will be paramount. You will also play a key role in delivering vital outreach, education, and training programs to both soldiers and civilians stationed at military installations, fostering a culture of environmental awareness and responsibility.
- • You will provide the necessary technical assistance to fully support the 63d RD Environmental Division’s programs and associated projects. This involves research, analysis, development, coordination, and management activities, all conducted under the expert direction of the 63d RD environmental staff and in close coordination with regional facility personnel.
- • A specialized and critical function of this role is serving as the RD’s “Technical Specialist” for shipments of Hazardous Waste destined for disposal via the Defense Logistics Agency (DLA). You will be responsible for certifying the waste minimization statement on Universal Hazardous Waste Manifests for these shipments, signing “on behalf of the 63d RD.” This requires a thorough understanding of hazardous waste regulations and manifest procedures.
- • Your responsibilities extend to possessing a working knowledge of building maintenance and systems, as well as vehicle maintenance practices, specifically as they relate to environmental compliance. You will actively assist with hazardous waste disposal in accordance with the most current Environmental Division Hazardous Waste Management SOP and contribute to updating this SOP as needed to reflect any changes in federal and state hazardous waste regulations, ensuring the SOP remains current and compliant.
- • You will meticulously manage the hazardous waste entry and disposal process, ensuring all WASTE submissions and documents are completed accurately and on schedule, based on information obtained from onsite waste generators. This includes requesting hazardous waste pick-ups within two weeks of waste identification or sooner if regulatory requirements dictate, and ensuring timely submissions for year-end disposal needs.
- • Furthermore, you will assist in scheduling and coordinating hazardous waste pick-ups with DLA, ensuring that an individual holding a current DOT Hazardous Waste Manifest certification signs all manifests as required by 49 CFR 172.704 Subpart H prior to final DRMO COR approval.
- • Maintaining an accurate tracking spreadsheet on SharePoint for all hazardous waste pick-ups is essential. This spreadsheet will meticulously record waste amounts, costs, weight, container types, Disposal Turn-In Document (DTID) numbers, dates, and locations. You will also assist in generating critical hazardous waste metrics to support inquiries from higher headquarters regarding Environmental Division activities.
- • You will proactively identify hazardous waste and materials requiring disposal, reporting these requirements through the Hazardous Waste software program, and assist facilities as the hazardous waste pick-up expert when they prepare waste for collection. Travel to facilities to sign manifests for hazardous waste pick-ups will be a necessary part of this role.
- • Your support will extend to coordinating EPAS deliverables, developing and maintaining metrics for leadership briefings based on EPAS findings, and incorporating these metrics into weekly DPW staff meeting slides. You will interact with external entities regarding regulatory permitting, assist in processing payments and invoices, and develop and maintain vital e-mail distribution lists for 63d RD field personnel to disseminate government communications.
- • You will diligently follow up on corrective actions identified in EPAS inspections or other circumstances when ACES support personnel cannot resolve issues, which may involve communicating with other 63d RD directorates and coordinating unit Environmental Officer (EO) assignments. You will also support in following up on and resolving Notices of Violation (NOVs) for all facilities, again coordinating with other directorates as needed.
- • Creating and maintaining a Regulator Communications Log is a key requirement, documenting all interactions with regulators, including their contact information, agency, date/time, topic, issue, resolution, and follow-up needed. You will assist in reviewing and updating the EPAS schedule for each Fiscal Year and provide oversight with formal EPAS inspections, ensuring compliance with all applicable environmental laws, regulations, policies, and guidelines.
- • You will assist in entering all EPAS findings into the inspection database (WEBCASS) and review submitted inspection memos, ensuring all participants are identified. You will oversee and assist facilities in resolving their EPAS findings by providing necessary documents, expertise, and consultation. Conducting informal EPAS/follow-up site visits and making additional visits when regulators are on-site or announce visits will also be part of your duties. If unable to attend in person, you will be available by phone and conduct de-briefings after regulator visits.
- • You will maintain the existing list of air emission sources and associated permits within the 63d RD footprint, creating a database to track these sources and ensure necessary permits are in place. Drafting Records of Non-Applicability (RONA) documents and writing/reviewing compliance program considerations in 63d RD NEPA documents are also key responsibilities. You will prioritize deadlines, accept new responsibilities, respond promptly to inquiries, and continuously update your job knowledge through professional development and networking.
