Full Job Description

📋 Description

  • • As a Cloud FinOps Manager at General Dynamics Information Technology, Inc. (GDIT), you will be instrumental in establishing and maintaining the financial integrity of our client's enterprise IT services. Your primary responsibility will be to transform complex cloud and data center expenditure data into clear, actionable insights that empower leaders to make informed financial decisions. This role is pivotal in driving financial accountability and optimizing the total cost of ownership for our government clients.
  • • You will be responsible for orchestrating the FinOps operating rhythm across diverse multi-cloud and on-premises environments. This involves developing robust unit economics metrics, such as cost per user, per endpoint, per vCPU-hour, per GB-month, and per ticket, providing granular visibility into service consumption.
  • • A key aspect of your role will be to implement disciplined forecasting processes, ensuring that IT budgets are accurately aligned with strategic mission outcomes. You will proactively identify and manage cost drivers, and champion an optimization backlog that continuously drives down overall IT expenditure without compromising service quality or security.
  • • Your work will directly connect financial performance to mission success by clearly articulating how investments in reliability, security, and feature delivery translate into tangible value for the Government. You will move beyond simple cost reporting to establish a true value management framework.
  • • By establishing a unified cost model and developing shared, accessible dashboards, you will ensure that executives, engineering teams, and contracting personnel all have access to the same, accurate financial data. This includes tracking spend against planned budgets, monitoring unit cost trends, and quantifying the financial impact of optimization initiatives.
  • • You will be tasked with identifying and eliminating waste within the IT infrastructure, right-sizing cloud and on-premises resources, and strategically negotiating pricing levers with cloud providers and vendors. This will be done in close coordination with delivery teams to ensure that optimization efforts do not negatively impact service levels or operational continuity.
  • • Your contributions will directly enhance forecast accuracy, enabling the funding of critical modernization efforts through verified cost savings. Furthermore, you will strengthen outcomes-based contracting by establishing clear metrics that tie payments to measurable results and performance achievements.
  • • You will collaborate closely with engineering, security, and operations teams to implement cost optimization strategies that are risk-averse and do not jeopardize service availability or performance. This cross-functional partnership is essential for successful FinOps implementation.
  • • The role requires a deep understanding of cloud pricing constructs across major providers (AWS, Azure, GCP), including On-Demand, Reserved Instances, Committed Use Discounts, and Spot instances. You will also need to understand the cost implications of storage tiers, data egress, managed services, and containerized environments like Kubernetes.
  • • You will leverage your expertise in FinOps and Technology Business Management (TBM) tooling, such as Apptio or equivalent, as well as cloud provider cost management portals and enterprise data visualization tools like Power BI or Tableau, to analyze and report on IT spend.
  • • A strong grasp of observability and Site Reliability Engineering (SRE) principles is necessary to correlate performance metrics (availability, MTTR, latency) with cost drivers, enabling data-driven optimization decisions.
  • • You will also be involved in establishing and enforcing data governance for cost data, including tagging strategies and policy-as-code guardrails, to ensure accurate cost allocation and budget adherence.
  • • The ability to communicate complex financial information clearly and concisely to both technical and non-technical stakeholders is paramount. You will develop executive-level summaries and visualizations that highlight key financial insights and recommendations.
  • • You will design and track Key Performance Indicators (KPIs) that directly link IT spend to mission outcomes, such as availability, time to restore, security compliance rates, and customer satisfaction scores.
  • • This role demands strong influencing skills to align diverse teams and vendors towards common optimization goals, often requiring negotiation of trade-offs to maintain service quality.
  • • You will establish and manage a predictable FinOps cadence, including monthly cost reviews, quarterly benchmark refreshes, and a dynamic optimization backlog with clear ownership, timelines, and financial targets.
  • • Driving adoption of cost-aware practices, including tagging standards, budget controls, and strategic use of reserved and committed capacity, will be a key responsibility.
  • • Finally, you will embody a strong sense of ethics and stewardship, ensuring rigor and transparency in all financial reporting and management activities, particularly given the context of taxpayer funds and audit requirements.
