  • • Own the end-to-end creation and leadership of Havenpark’s first-ever Utilities Department, shaping it into a municipal-grade operation that delivers safe, reliable water, sewer, electric, and gas services to thousands of residents across our nationwide portfolio of manufactured-housing communities.
  • • Serve as the company’s single point of accountability for every utility asset—from wells and lift stations to wastewater treatment plants—establishing rigorous standard operating procedures, predictive-maintenance schedules, and 24/7 monitoring programs that protect public health and ensure uninterrupted service.
  • • Build and continuously curate a vetted network of elite engineers, licensed operators, environmental labs, and specialized contractors; negotiate master-service agreements and performance-based contracts that lock in quality, cost predictability, and rapid emergency response times.
  • • Translate complex federal, state, and local regulations (EPA, state DEQ, utility commissions) into practical field protocols; lead permitting, sampling, audits, and incident reporting so every system remains compliant today and future-proofed against tightening standards.
  • • Develop and own a 10-year capital-improvement roadmap that balances risk mitigation, regulatory mandates, and growth objectives; prioritize projects using lifecycle-cost analysis, NPV modeling, and scenario planning that clearly articulates ROI to executive leadership and investors.
  • • Partner daily with on-site community managers, regional operations directors, and capital-projects teams to troubleshoot emergencies, scope new connections, and integrate utility considerations into acquisitions, expansions, and redevelopment initiatives.
  • • Establish KPI dashboards that track system reliability (uptime %), regulatory compliance (violations = 0), cost per connection, and customer satisfaction; present monthly findings to the executive team and use data to drive continuous improvement and resource allocation.
  • • Mentor and scale a high-performing internal utility team—engineers, technicians, and compliance coordinators—through clear career paths, technical training, and cross-functional rotations that deepen institutional knowledge and reduce reliance on external vendors.
  • • Champion a culture of safety and environmental stewardship by instituting lock-out/tag-out procedures, confined-space protocols, and emergency-response drills that exceed OSHA standards and earn recognition from industry safety councils.
  • • Act as the public face of Havenpark utilities to regulators, municipal agencies, and community HOAs; cultivate relationships that expedite permits, secure grant funding, and position the company as a responsible, long-term infrastructure partner.
  • • Leverage GIS, SCADA, and CMMS platforms to digitize asset records, automate work orders, and enable predictive analytics that cut reactive maintenance costs by 30 % within three years.
  • • Lead post-acquisition utility assessments within 90 days of closing, identifying deferred-maintenance liabilities, regulatory gaps, and hidden value-creation opportunities that inform underwriting and integration budgets.
  • • Spearhead sustainability initiatives—water reuse, energy-efficient lift stations, solar-powered well pumps—that reduce operating expenses and advance ESG goals valued by investors and residents alike.
