- • The Director, State Public Policy for Pharmacy and Pharmacy Benefit Management at Humana Inc. is responsible for shaping and executing state-level policy strategy focused on pharmacy-related issues, including pharmacist licensure, pharmacy shared services, pharmacy benefit management (PBM), occupational and facility licensure, and federal preemption.
- • Day-to-day responsibilities include analyzing and communicating trends in state legislative and regulatory environments, developing regulatory and legislative responses (such as comment letters, issue briefs, and white papers), counseling internal business on policy risks and opportunities, and leveraging relationships to support advocacy with state government officials and boards of pharmacy.
- • The role is part of Humana’s Government Affairs team, reporting to the Vice President, Strategy & State Affairs, and works cross-functionally with State Affairs, Federal Policy, and business teams to translate policy changes into actionable strategies while overseeing two external consultants.
- • The individual will advance enterprise-wide policy positioning, strengthen advocacy effectiveness, deliver measurable business outcomes, and develop expertise in influencing internal stakeholders and managing external partner performance in a matrixed environment.
🎯 Requirements
- • Bachelor’s degree (advanced degree preferred)
- • 8+ years in state healthcare policy
- • 5+ years leading policy development and advocacy deliverables with measurable impact
- • Experience managing consultants or vendors with performance accountability
- • Proven ability to deliver policy analysis and written outputs used in advocacy
- • Strong knowledge of pharmacy and PBM policy and regulation
- • Ability to translate complex policy into clear business insights
- • Experience influencing cross-functional stakeholders in matrixed environments
- • Strong communication skills with regular executive and external presentations
- • Proven ability to build and maintain strategic relationships
- • Demonstrated delivery against defined outcomes and metrics
