📋 Description

  • As the Director, Talent Strategy, Operational Excellence & Initiatives, you will be a pivotal leader within the Corporate Talent Team, reporting directly to the Senior VP of Talent. This role is instrumental in shaping and executing enterprise-wide talent strategies, driving operational effectiveness, and championing program and project management standards across all Talent Centers of Excellence (COE) domains. You will collaborate closely with COE leaders, the enterprise Talent Leadership Council (TLC), key stakeholders within Business Unit (BU) HR, and critical functional partners such as Communications, People Services, and Digital Transformation (DT) HR Technology. Your expertise will be crucial in establishing and deploying best-in-class policies, processes, and practices that are then adopted by BU Talent organizations.
  • Your primary responsibility will be to directly lead the planning, integration, and execution of near- and long-term RTX-wide HR Talent initiatives, projects, and processes. This involves a comprehensive approach that includes conducting in-depth external research and benchmarking, performing rigorous data analysis, and facilitating high-level strategic reviews, workshops, and focus groups. You will be responsible for developing clear and compelling strategic communications tailored for diverse internal stakeholder groups, ensuring alignment and buy-in across the organization. A key aspect of this role is delivering against established and ad-hoc reporting cadences, providing critical insights into talent program performance and progress. Furthermore, you will serve as the primary Talent interface for key partners, contributing essential deliverables for company-wide reports, such as the RTX Sustainability Report.
  • A significant part of your mandate will be to transform COE operations by actively leveraging and deploying CORE tools and methodologies across all Talent domains. This includes establishing and meticulously documenting COE domain configurations, which encompasses defining key processes, practices, roles, and responsibilities, and assessing the maturity level across each talent domain. You will also act as the Chief of Staff to the SVP Talent, ensuring the full integration of all COE efforts and fostering a cohesive approach to talent management. Working closely with extended Talent leadership teams, you will determine and develop key operating cadences and norms, such as regular quarterly domain reviews, to ensure continuous alignment and performance.
  • You will be responsible for establishing and driving a culture of program and project management discipline, rigor, principles, and standards throughout the Talent organization. This involves leading, statusing, and managing key talent initiatives and projects, potentially through a dedicated team of project managers and by collaborating with the extended network of BU Talent OpEx leads. Your ability to instill best practices in project execution will be critical to the successful delivery of strategic talent programs.
  • This role demands a strategic mindset coupled with exceptional execution capabilities. You will translate high-level talent objectives into actionable plans, manage complex interdependencies, and ensure that initiatives are delivered on time, within scope, and to the highest quality standards. Your influence will be key in driving adoption of new processes and technologies, fostering a culture of continuous improvement, and ensuring that RTX remains at the forefront of talent management within the aerospace and defense industry. You will be a trusted advisor to senior leadership, providing data-driven insights and strategic recommendations to address evolving talent needs and challenges.
  • The scope of your work will touch upon all facets of the Talent COE, including Talent Acquisition, Talent Management, and Learning & Development. You will ensure that enterprise-wide policies and processes are not only defined but also effectively deployed and embedded within the BU Talent organizations. This requires a deep understanding of how talent strategies align with overall business objectives and how operational excellence can be achieved through effective talent practices. Your leadership will directly impact the company's ability to attract, develop, and retain the talent necessary to maintain its competitive edge in a rapidly advancing technological landscape.
  • Success in this role will be measured by the successful planning, integration, and execution of critical talent initiatives, the demonstrable improvement in COE operational effectiveness, and the consistent application of robust program and project management discipline. You will be instrumental in building a world-class talent function that supports RTX's mission to operate at the edge of known science and deliver groundbreaking solutions.

🎯 Requirements

  • Typically requires a University Degree and a minimum of 14 years prior relevant experience or an Advanced Degree in a related field and a minimum of 14 years of relevant experience.
  • Strong project management experience including proven success in managing strategic projects and initiatives, demonstrating cross-functional leadership, and applying strong change management practices to achieve measurable results.
  • Exceptional problem-solving, decision-making, and quantitative skills, including strong organizational and financial understanding and process orientation.
  • Highly adept at "telling a story" and building effective executive presentations.
  • Solid ability to use data and metrics to analyze and solve challenges.
  • Demonstrated strategic planning and execution skills, including successful ability to manage multiple, competing priorities at a rapid pace.
