  • • The Program Operations Specialist role at CACI International Inc is a critical function supporting program management teams focused on recruiting, onboarding, and talent development for VA contracts, directly contributing to workforce readiness and mission success.
  • • This position ensures seamless coordination of talent acquisition, compliance, and operational execution across geographically dispersed teams, enabling CACI to meet federal contract obligations while fostering a high-performing, engaged workforce.
  • • Day-to-day responsibilities include managing workforce planning and staffing forecasts, maintaining organizational charts, and aligning labor categories (LCAT/LCV) with contract requirements to ensure accurate staffing models.
  • • The specialist leads end-to-end recruiting efforts, including candidate tracking, resume screening, interview coordination, and offer negotiation for both internal and subcontractor hires, ensuring timely fulfillment of open positions.
  • • Onboarding new hires is managed comprehensively, covering corporate requirements and VA-specific processes such as PIV card issuance, system access setup, and compliance training completion.
  • • Employee engagement and development are driven through mentoring programs, training sessions, team events, and administration of rewards and recognition initiatives to boost retention and performance.
  • • The role oversees performance management cycles, including regular touchpoints, performance improvement plans (PIPs), and succession planning to support career growth and team readiness.
  • • Program infrastructure is maintained through management of email distribution lists, government-furnished equipment (GFE), timekeeping systems (SubET), and scheduling/logistics for seamless operations.
  • • Compliance with VA and corporate policies is rigorously enforced, including training mandates, reporting requirements, and audit readiness across all contract activities.
  • • Subcontractor management involves overseeing procurement-to-pay (P2P) processes, negotiating LCATs and rates, monitoring hours and forecasts, and ensuring accurate status reporting and financial alignment.
  • • Financial oversight includes managing project setup, charge codes, invoicing, billing accuracy, travel and ODCs, and producing budget reports and financial analyses for VA stakeholders.
  • • The specialist leads forecasting efforts, prepares program management reviews (PMRs), establishes KPIs and dashboards, and uses tools like Power BI for data-driven decision-making and risk mitigation.
  • • Stakeholder engagement is strategic, involving briefings, roadshows, executive updates, and enterprise tools like OneScope for tracking innovation, staffing, onboarding, offboarding, and lessons learned.
  • • CPAR performance evaluations are managed to maintain strong government past performance ratings, directly impacting future contract opportunities.
  • • The role supports continuous improvement through QA/QC processes, annual quality assurance plans, and deliverable tracking to ensure on-time, high-quality submissions.
  • • Collaboration with internal subcontract administrators and finance teams ensures alignment across contracts and readiness for audits, including ABC and QSMO reporting requirements.

  • • 2–5 years of experience in program operations, recruiting coordination, HR support, or a related role
