- • Serve as the statewide subject-matter expert for Oklahoma’s Electronic Visit Verification (EVV) system within the ADvantage Waiver Administration, ensuring every Medicaid-funded personal care and home-based service visit is accurately captured, documented, and compliant with 21st Century Cures Act mandates.
- • Own the end-to-end EVV data life-cycle: ingest daily files from 300+ provider agencies, run automated validation scripts, triage anomalies, and deliver concise, actionable reports to executive leadership, federal auditors, and provider partners within 24 hours of data receipt.
- • Act as the primary liaison between independent home-care providers, state-contracted fiscal management agents, and OKDHS policy teams—translating complex federal regulations into plain-language guidance, hosting monthly virtual office hours, and resolving escalated issues within SLA timeframes.
- • Conduct on-site and virtual EVV compliance audits, surveying provider agencies on system usage, documentation accuracy, and fraud-prevention controls; produce findings memos, recommend corrective action plans, and track remediation progress through the Harmony provider-management system.
- • Detect, investigate, and refer suspected fraud, waste, or abuse uncovered through EVV analytics; partner with the Office of Inspector General to build evidentiary packets, testify in administrative hearings, and implement safeguards that protect millions in annual Medicaid expenditures.
- • Generate recurring dashboards and ad-hoc analyses that spotlight geographic service gaps, overtime trends, and caregiver retention rates; use insights to inform program-development initiatives that expand access for 8,000+ ADvantage members while maintaining cost neutrality.
- • Provide tier-two technical support to providers navigating EVV mobile apps, telephony systems, and web portals; maintain a knowledge base of quick-reference guides, video tutorials, and FAQ documents that reduce call volume and improve first-call resolution metrics.
- • Represent the ADvantage Program at statewide stakeholder meetings, legislative briefings, and national Medicaid conferences; present data-driven success stories and policy recommendations that position Oklahoma as a national leader in home- and community-based services innovation.
- • Coordinate cross-functionally with IT security, legal, and privacy offices to ensure EVV data handling meets HIPAA, state confidentiality statutes, and federal cybersecurity frameworks; participate in quarterly penetration-testing reviews and incident-response drills.
- • Mentor new hires and interns on EVV policy nuances, SQL querying techniques, and customer-service best practices; foster a culture of continuous improvement by leading lunch-and-learn sessions and contributing to the team’s Lean Six Sigma certification efforts.
- • Maintain a high-speed, non-hotspot internet connection to support hybrid telework; demonstrate adaptability by transitioning to full-time, in-office operations if connectivity or business needs dictate, while keeping productivity and service levels consistently above 95 percent.
🎯 Requirements
- • Master’s degree in social work, public administration, nursing, rehabilitation counseling, or related field plus three years of professional experience in a Medicaid, social services, or compliance environment—or equivalent combination of education and qualifying experience.
- • Demonstrated expertise with Electronic Visit Verification systems, Medicaid home- and community-based services waivers, or federal compliance auditing; hands-on experience with SQL, Excel pivot tables, or similar data-analysis tools strongly preferred.
- • Proven ability to interpret federal regulations (21st Century Cures Act, CMS HCBS waiver rules) and translate them into operational policies, training curricula, and provider communications that drive measurable compliance improvements.
- • Exceptional customer-service orientation, evidenced by prior roles requiring direct provider or stakeholder engagement, conflict resolution, and the delivery of complex technical guidance via phone, email, and virtual platforms.
- • Strong analytical and investigative skills, including the capacity to detect anomalies, conduct root-cause analyses, and prepare concise investigative reports suitable for legal or administrative proceedings.
