- • Serve as the technical anchor for a distributed agile squad—mentoring mid-level developers, enforcing coding standards, and making the final call on module selection, security configurations, and performance optimizations that keep the site stable under surge traffic.
- • Leverage AI-powered coding assistants (e.g., GitHub Copilot, Amazon CodeWhisperer) to auto-generate boilerplate modules, convert user stories into acceptance criteria, and rapidly prototype features in sprint-zero—cutting delivery timelines by up to 30 % while maintaining human-led code review rigor.
- • Integrate hardened, FedRAMP-authorized identity services (Login.gov, ID.me) and the DHS SAVE work-authorization engine through secure REST & SAML flows; design an API-gateway layer that throttles, logs, and tokenizes every transaction to meet DOL privacy and fraud-prevention mandates.
- • Build a claims-submission workflow engine inside Drupal that supports conditional logic, digital signatures, document upload virus-scanning, and real-time status dashboards—ensuring 508-compliant, mobile-first experiences for claimants on any device or assistive technology.
- • Embed the U.S. Web Design System (USWDS) 3.0 into every theme component; conduct automated axe-core scans and manual screen-reader testing so that each release passes Section 508 and OMB M-23-22 digital-accessibility requirements on the first pass.
- • Stand up a DevOps toolchain (GitLab CI, Terraform, Ansible) that provisions containerized Drupal environments in AWS GovCloud, executes PHPUnit & Behat regression suites, and blue-green deploys zero-downtime releases through a FIPS-140-2 encrypted pipeline—complete with drift detection and rollback triggers.
- • Translate UX research findings (moderated usability sessions, analytics heat maps, DOL survey data) into technical user-stories, acceptance criteria, and backlog prioritization that balance claimant pain-points with federal security constraints.
- • Lead threat-modeling workshops, remediate OWASP Top-10 vulnerabilities surfaced by weekly Tenable scans, and document POA&M closures for the C&A package—ensuring the platform maintains an Authority to Operate (ATO) without delays that could halt deployments.
- • Provide executive-level briefings to the Federal Program Manager and Contracting Officer Representative on emerging tech (decoupled Drupal, micro-services, AI-assisted development) with ROI models and phased adoption road-maps that align to DOL IT modernization strategy.
- • Champion a culture of continuous learning—host lunch-and-learns on Drupal 10 upgrade paths, federal zero-trust architecture, and inclusive design; publish internal tech blogs and contribute reusable modules back to the open-source community.
🎯 Requirements
- • 7+ years hands-on Drupal development including custom module creation, advanced Twig theming, and performance tuning of sites serving 1 M+ authenticated users.
- • Demonstrated success integrating Login.gov or similar SAML/OIDC identity providers and the DHS SAVE API within a federal or state web application.
- • Deep fluency in PHP 8, MySQL/MariaDB, JavaScript ES6, and USWDS 2.x/3.x; comfortable reading Python or .NET when interfacing with legacy SOAP services.
- • Production experience with GitLab CI/CD, containerized Drupal on AWS or Azure GovCloud, and infrastructure-as-code tools (Terraform, CloudFormation).
- • Working knowledge of Section 508, WCAG 2.1 AA, and federal C&A processes (NIST 800-53, FedRAMP Moderate) with the ability to translate controls into code.
