- • WorldFish is seeking a highly experienced and strategic Senior Project Manager (Chief Technical Advisor) to spearhead the implementation of the Global Environment Facility (GEF) funded project, "Promoting sustainable fisheries management in the Red Sea Large Marine Ecosystem" (RedSeaFish Project). This critical role involves providing strategic leadership, comprehensive technical guidance, and overall project management for a multi-component regional initiative aimed at transforming aquatic food systems.
- • The RedSeaFish Project, implemented by the Food and Agriculture Organization of the United Nations (FAO) with WorldFish executing three key components and the Regional Commission for Fisheries (RECOFI) executing another, focuses on strengthening regional cooperation and management for sustainable shared fisheries in the Red Sea. The project's overarching goal is to enhance the livelihoods and nutritional security of millions who depend on fish and other aquatic foods, aligning with multiple 2030 Sustainable Development Goals.
- • As the Chief Technical Advisor, you will be instrumental in ensuring the project's success by providing high-level technical oversight and coordinating activities across beneficiary countries: Djibouti, Egypt, Eritrea, Jordan, Sudan, and Yemen, with Saudi Arabia as a key partner. The Project Management Unit will be based in Cairo, Egypt, and you will lead its operations.
- • Your core responsibilities will include leading and coordinating the execution of all project activities, ensuring strict alignment with project objectives, outcomes, and outputs, and fostering regional coherence across all project components. This involves meticulous planning, diligent execution, and continuous monitoring to achieve the project's ambitious goals.
- • A significant aspect of this role is providing high-level technical guidance. You will ensure that all project activities, baseline analyses, and technical outputs adhere to the highest regional and international fisheries management standards, FAO guidelines, and globally recognized best practices. This includes ensuring the scientific rigor and relevance of all technical work undertaken.
- • You will be responsible for overseeing and guaranteeing the quality, harmonization, and validation of all scientific and technical analyses. This encompasses baseline assessments, the application of appropriate stock assessment methodologies, and the development and refinement of Fisheries Management Plans (FMPs) that are robust, evidence-based, and contextually relevant.
- • The role demands strong leadership in managing human resources. You will be tasked with contracting, supervising, and providing expert guidance to a team of international and national consultants. Your leadership will ensure they deliver high-quality technical outputs and contribute effectively to capacity-building initiatives designed to foster long-term sustainability of fisheries management beyond the project's lifecycle.
- • Strategic stakeholder engagement is paramount. You will lead and facilitate effective engagement with a diverse range of stakeholders, including government agencies, research institutions, fishing communities, and private-sector actors. This includes organizing and overseeing workshops, regional meetings, and global events to strengthen fisheries governance, promote collaborative approaches, and ensure inclusive participation.
- • Knowledge management and dissemination are key to the project's legacy. You will champion the effective sharing of project results, lessons learned, and best-practice guidance through platforms like IW LEARN and other relevant channels, ensuring that knowledge generated contributes to national, regional, and international efforts in sustainable fisheries management.
- • You will provide comprehensive project coordination, overseeing the Project Management Unit, liaising effectively with Implementing Agencies, national focal points, and project partners. This includes ensuring the integration of project outcomes into national frameworks, overseeing project evaluations, and proactively managing project risks through adaptive, results-based management approaches.
- • This senior position requires a proactive, results-oriented individual with a proven track record in fisheries management, complex multi-country project coordination, and a deep understanding of donor requirements, particularly those of the GEF and FAO.
- • Your leadership will be crucial in driving the project towards its objectives of enhancing fisheries data and information systems, improving collaborative regional fisheries management, strengthening national regulatory frameworks and institutional capacities, and raising awareness to support sustainable fisheries management in the vital Red Sea ecosystem.
🎯 Requirements
- • Advanced degree (Master's or PhD) in Fisheries Science, Marine Biology, Environmental Management, or a related field.
- • Minimum of 10 years of progressive experience in fisheries management, marine conservation, or natural resource management, with a significant portion focused on project management in a regional or international context.
- • Proven experience in managing large, complex, multi-country donor-funded projects (e.g., GEF, FAO, World Bank, UNDP), including budget management, procurement, reporting, and compliance.
- • Strong technical expertise in fisheries science, stock assessment, fisheries management planning, and ecosystem-based management approaches.
- • Demonstrated experience in stakeholder engagement, capacity building, and facilitating collaboration among diverse groups, including government, NGOs, research institutions, and the private sector.
