- • Reasoning: The job title explicitly includes 'User Enablement Specialist,' which falls under learning and development, training, and employee enablement — core functions within Human Resources. The role focuses on onboarding, training, and user adoption support for internal and external stakeholders in a government modernization context, aligning with HR’s responsibility for workforce readiness and capability building. Although the role supports external users, the internal enablement, training design, and organizational support functions are HR-adjacent. The absence of titles like 'Recruiter' or 'HR Manager' does not negate the HR alignment, as enablement is a recognized HR specialty. The closest match in the taxonomy is 'Human Resources' under the 'HR & Recruiting' parent category.
