- • Serve as the primary liaison between the Department of Veterans Affairs (VA) Veteran Canteen Service (VCS) and Trilogy Federal’s cross-functional delivery teams, translating complex retail Point-of-Sale (POS) business needs into clear, actionable requirements that directly improve the daily purchasing experience for Veterans and their families.
- • Own the full business-analysis lifecycle for the VCS POS system—from initial discovery through post-implementation optimization—ensuring every enhancement aligns with VA strategic goals, federal compliance mandates, and measurable user outcomes.
- • Facilitate collaborative workshops, interviews, and process-mapping sessions with canteen managers, cashiers, supply-chain staff, and VA stakeholders to surface pain points, quantify impact, and prioritize backlog items that will streamline sales transactions, inventory replenishment, and financial reporting.
- • Develop and maintain a living repository of current-state and future-state business process models, data-flow diagrams, user stories, acceptance criteria, and test cases that are traceable to statutory requirements such as FISMA, NIST, and HIPAA.
- • Perform deep-dive data analysis on transaction logs, inventory feeds, and revenue reports to uncover trends, anomalies, and opportunities—translating statistical insights into concise narratives and visualizations that drive executive decisions.
- • Design and execute comprehensive user-acceptance test plans, coordinating with QA engineers and end-users across multiple VA canteen locations to validate new POS features, payment integrations, and security patches before go-live.
- • Champion Agile delivery by writing and refining Jira epics, features, and user stories; leading sprint planning, backlog grooming, and retrospectives; and ensuring continuous alignment with the VA’s VIP Lean-Agile framework.
- • Provide hands-on training, quick-reference guides, and floor-walking support to canteen staff during each release, measuring adoption rates and iterating on enablement assets until proficiency targets are met.
- • Partner with cybersecurity and compliance teams to translate VA security standards into technical controls, ensuring every system change passes rigorous risk assessments and maintains Public Trust clearance standards.
- • Drive strategic road-mapping exercises with VA leadership, presenting ROI projections, total-cost-of-ownership models, and phased implementation plans that balance quick wins with long-term scalability.
- • Maintain a pulse on emerging retail technology trends—contactless payments, mobile POS, AI-driven demand forecasting—and evaluate their applicability to the VCS ecosystem through lightweight pilots and proofs of concept.
- • Travel periodically to VA sites in Washington, D.C., and other regional canteens to conduct on-site observations, stakeholder interviews, and go-live support, ensuring solutions work flawlessly in real-world environments.
- • Mentor junior analysts and share best practices across Trilogy Federal’s broader business-analysis community, fostering a culture of continuous learning, knowledge sharing, and innovation.
🎯 Requirements
- • Bachelor’s degree in Business Administration, Information Technology, or related field (8 years of relevant experience may substitute for education)
- • Minimum 5 years of hands-on business-analysis experience delivering IT solutions, including direct work with customers, users, and project leads in analyzing, designing, implementing, and supporting retail or POS systems
- • Demonstrated proficiency with VA security standards (FISMA, NIST, HIPAA) and the VA VIP Lean-Agile framework
- • Proven ability to obtain and maintain a Public Trust clearance
- • Experience with VA-approved tools such as Jira, GitHub, ServiceNow, and MS Office suite (Word, Excel, PowerPoint, Visio, SharePoint)
