  • • As a Regulatory Counsel within the Ethics and Compliance team, you will play a pivotal role in shaping and executing Nebius's trade controls program across our US and EMEA operations. This strategic position requires you to provide expert legal advice on a wide spectrum of global trade control regulations, including export controls and sanctions, while also proactively addressing emerging regulatory landscapes that impact AI, cloud computing, and digital infrastructure, including the intricacies of data center operations.
  • • Your responsibilities will be broad and impactful, demanding close collaboration with cross-functional teams. You will work hand-in-hand with product development, engineering, sales, and operations to ensure seamless integration of compliance requirements into business processes. A key aspect of this role involves coordinating with external legal counsel on particularly complex or novel regulatory matters, leveraging their expertise to fortify our compliance framework. You will have significant autonomy and latitude to influence and define Nebius's strategic approach to navigating the evolving regulatory environment.
  • • Given Nebius's remote-first operational model and globally distributed team, you must be adept at working across diverse time zones and cultural contexts, fostering effective communication and collaboration irrespective of geographical location.
  • • Key responsibilities include providing comprehensive advice on US export control regulations (such as the Export Administration Regulations - EAR) and sanctions programs (administered by the Office of Foreign Assets Control - OFAC). This extends to advising on EU/UK export controls and sanctions where applicable, specifically concerning our AI cloud infrastructure services. You will analyze license exception eligibility and address complex deemed export considerations, ensuring compliance with all relevant international trade laws.
  • • You will be the go-to expert for escalated restricted party screening issues, offering critical guidance on regulatory risks associated with onboarding new business partners and conducting thorough transaction reviews. This proactive approach helps mitigate potential compliance pitfalls and safeguards the company's reputation.
  • • Furthermore, you will provide expert counsel on export classifications, conduct thorough licensing assessments, determine jurisdiction and classification for technology, ensure deemed export compliance, and manage foreign national access to controlled technology, all in accordance with global trade regulations.
  • • A significant part of your role will involve advising on the export control implications of cross-border technology transfers and the secure access to controlled technical data across the US and EMEA jurisdictions, ensuring Nebius operates within legal boundaries.
  • • You will be responsible for continuously monitoring evolving regulatory landscapes in the US, UK, EU, and other relevant member-state regimes. This includes tracking changes in technology export rules, sanctions regimes, AI system regulations, and cloud service compliance, assessing their potential impact on Nebius's operations, and recommending strategic policy responses to maintain compliance and competitive advantage.
  • • You will play a crucial role in developing and refining our compliance processes, policies, and internal guidance materials. This involves creating clear, actionable documentation that supports our global teams. You will also coordinate effectively with outside counsel, leveraging their specialized knowledge to address unique challenges and ensure best practices are implemented.
  • • Collaboration is key: you will work closely with various stakeholders across the organization to embed compliance seamlessly into day-to-day business operations. This includes supporting regulatory incident response efforts, conducting thorough internal reviews related to potential export control or sanctions violations, and implementing corrective actions as needed to uphold the highest standards of compliance.
